ACDPC is a forum for the town and parish councils and the parish meeting in Chelmsford Borough. The Association represents the Chelmsford parishes on outside bodies and in particular sends two representatives to the Executive of the Essex Assocation of Local Councils.
The Association works with Chelmsford Borough Council to provide opportunities for communication between the tiers of local government.
