BRADWELL (with PATTISWICK) PARISH COUNCIL

 

8    MINUTES of the MEETING held on Monday 14 December 2009

 

PRESENT: Mr J Marshall (Chairman); Mrs D Tyrie (Deputy Chairman); Mr B Saville; Mr M Keepence; Mr T Speakman; Mr R Webb;

 

13 members of the public were present.

 

APOLOGIES: Mr P Wigg

 

DECLARATION OF INTERESTS: Cllr Speakman declared a personal interest in Twin Oaks.

 

Cllr Speakman and Tyrie declared a personal interest in Stisted School.

 

PUBLIC TIME: Mrs Byams asked:

 

“Most of us here will remember a Public Meeting in 2003 with ECC Highways & Transportation organised by the PC for the residents of the village to have their say on measures to reduce speed and improve road safety. 

 

On 11th June 2003 ECC Highways agreed, to locate a new crossing between the bus stops and Swan Public House. This would either be a stand alone crossing or incorporated with traffic signals to control the junction of The Street with the A120 

 

There are, in the Parish Council records, numerous letters from the PC, ECC Highways and then the Highways Agency following an agreement in 2003, re-iterating the need for a crossing at the chosen location – the only stumbling block was finance, and it was indicated that funding may be available in 2008 -10.

 

Prior to Bradwell Parish Council’s response by email, on 10th December 2008, to Justin Styles of Atkins, recommending the proposed Puffin Crossing be located east of the Swan where there is currently a traffic island – did they refer back to the records of  2003 – 6 ?

MINUTES:

The Minutes of the last Meeting were amended ROADS A120 – Letter to Atkins to include the statement:

The letter to be made available to Parish Councillors on the 10 November with amendments to Cllr Tyrie by cop on 11 November, so the letter could be sent out on 12 November

and agreed as a correct record and signed by the Chairman.

 

The Minutes of the Extraordinary Parish Council meeting held on 3 December 2009 were amended to include the statement:

Cllr Tyrie voted against the second motion

 and agreed as a correct record and signed by the Chairman.

 

VILLAGE HALL EXTENSION

The Clerk and Cllr Webb had opened dialogue with Bradwell Estates and Blackwater Aggregates with regard to funding.

 

PLAYING FIELD –

Cllr Tyrie noted some apparent asbestos sheeting had been left on the new allotments alongside some other rubbish. The Clerk would ask the Clean Team to tidy the area.

 

Cllr Speakman offered to remove the Meeting Place as it had been damaged beyond repair. His offer was accepted by the Council.

 

Cllr Keepence will inspect the playing fields twice during December and Cllr Webb during January.

 

Orchard – 20m of hedgerow was cleared and replanted by Parish Councillors and their families aided by personnel from Braintree District Council on Saturday 5 December. The owners of the old School House have kindly levelled and cleared the Orchard area. The Heritage fruit trees have been ordered and should be ready for planting in February.

 

Allotments – Cllr Keepence reported that 13 allotments have been taken up..

 

Swings – The Clerk had applied for CIF grant funding. Decision February / March 2010. Work to be carried out April – July 2010 if the grant application is successful

 

FINANCE

Finance Report

The Clerk had previously circulated the Finance Report for April to November 2009. Both income and expenditure are on target.

 

The Audit Commission have proposed that the responsibility for the External Audit should be transferred from Alun Williams to Wayne Rickard with effect from January 2010 for the period 2009/10 to 2013/14.  The proposal was acceptable to the Parish Council.

 

Parish Support Grant 2010/11

Braintree District Council have withdrawn their proposal to cease the Parish Support Grant from 2010/11, to which the Clerk had objected on behalf of the Council.

 

Stisted School

The Clerk had received a request for funding from Stisted School, which was read to the meeting. The Council decided to put the subject on the Agenda for Jan 2010.

 

 

 

Draft budget

The Clerk had previously circulated a draft balanced budget for 2010/11.

The Council decided to demand a Precept of £4,900 for 2010/11

PLANNING

09/01363/FUL

Erection of one no. single oak framed, three bedroom dwelling

Land at 30-38 Old Road Bradwell CM77 8BJ

This application had been refused by Braintree District Council.

 

09/01454/FUL

Demolition of existing 1½ storey dwelling and erection of new single detached dwelling

Ballasalla, Church Road, Bradwell

The deadline for comments had passed. No councillors had commented, so no response had been made.

 

Rivenhall Airfield Public Inquiry

The Clerk had received a letter of thanks from Braintree District Council. The Planning Inspector will issue his decision on 25 March 2010.

Erection of single storey extension to extend existing service station shop

Bradwell Service Station, Coggeshall Road, Bradwell

The Council decided not to object.

 

09/01619/FUL

Erection of a 6m x 4m Ceramic/Art Studio 15 Forge Crescent

The Clerk would await comments from the neighbours

 

ROADS: A120

The Council resolved to set up a A120 Committee chaired by Cllr Tyrie

 

Bus shelter

The Parish Clerk had received an offer to maintain the bus shelter to the Eastern end of the village. Essex County Highways and the Highways Agency deny ownership and the bus shelter is not on the Parish Asset Register. The Clerk continues to try to establish the ownership of this bus shelter.

 

OTHER ROADS – Forge Crescent

The Clerk had written to Braintree District Council asking for the footpath at the entrance to Forge Crescent to be made safe. BDC have replied saying they would establish if the land forms part of the public maintainable highway. BDC have advised that it does and Essex County Highways have been asked to attend to the matter.

 

STK Landscapes have provided a landscape design for the verges on either side of the entrance to Forge Crescent for presentation to Braintree District Council in order to gain approval for the proposal. The Parish Council accepted the designs.

 

BT PHONEBOX CONSULTATION

Braintree District Council are proposing to consent to the removal of the phone boxes near the sub-post office, Church Road, Pattiswick and opposite the Swan public house, Coggeshall Road, Bradwell. The Parish Council had previously raised no objections.

 

ADOPT A PHONE BOX (Application deadline 2 January 2010)

The Parish Clerk had received an offer to maintain the phone box on the Coggeshall Road.

 

The Parish Council decided to adopt the Phone Box on the Coggeshall Road.

Proposed: Cllr Keepence; Seconded: Cllr Speakman. All in favour.

 

POLICE

PC John Hallworth reported:

 

12/11 80l diesel siphoned from Blackwater Aggregates overnight

20/11 Deer hit by vehicle on A120

2/12 Vehicle damaged canopy to Bradwell Service Station and failed to stop

5/12 Vehicle abandoned at entrance to Playing Field. Owner advised not to leave it there again

5/12 Hare coursing incident

8/12 Vehicle broken into, tools stolen outside the Compasses, Pattiswick

Any information on this or any other incident should be provided to the local Police on 0300 333 444

 

The number of dumped stolen vehicles is higher than normal for this type of area and is being investigated.

 

Cllr Tyrie formally requested that alleged speeding vehicles on the A120 during the night should be monitored.

 

TWIN OAKS, STISTED

The Parish Council have been invited to a meeting at 7.30 on 14 January 2010 with Stisted, Cressing and Notley Parish Councils, Braintree District Council and their planning consultant regarding a proposed Planning Application.
