BRADWELL (with PATTISWICK) PARISH COUNCIL

10    MINUTES of the MEETING held on Monday 9 February 2009

PRESENT: Mr R Webb (Chairman), Mr J Marshall (Vice-Chairman), Mr B Saville,  Mrs D Tyrie, Mr P Wigg, Mr M Keepence, Mr T Speakman

PC John Hallworth was present for the early part of the meeting. No other members of the public were present for the early part of the meeting.

APOLOGIES: None

DECLARATION OF INTERESTS: Cllr Wigg declared an interest in the Minerals Development Document.

PUBLIC TIME: No issues raised.

MINUTES
The Minutes of the last Meeting were agreed as a correct record and signed by the Chairman.

VILLAGE HALL IMPROVEMENT
The Planning Application has been submitted.

PLAYING FIELD
Cllr Speakman will inspect the playing fields twice during February and the Clerk during March.

The Council kindly requests that dog owners use the dog bin on the Playing Fields for the disposal of their dogs’ droppings. Dog droppings left on the Playing Fields represent a health hazard to our children.

Allotments –The Clerk advised the meeting that the materials cost for rabbit fencing would be in the region of £400. The meeting was advised of a contractor who could complete the work at cost.

Orchard – The Chairman and the Clerk had met Angela Norton BDC to discuss a planting layout, Angela had provided a planting layout including heritage fruit trees and improvement to the hedgerows. She offered to help to obtain grant funding so the trees could be planted in November. In the meantime it was proposed to sow the orchard area with grass seed mixed with a suitable wild flower seed.

FINANCE
The Clerk had received a quote for maintaining the 9 street lights of  £928 for the initial visit and £425 per year thereafter for bi-annual visits and repairs as necessary.

GRANTS AND POTENTIAL APPLICATIONS
Essex Clerks Bursary Scheme - The Clerk has received an acknowledgement of his grant application.

PLANNING
The Slades
BDC have been advised of alleged potential residential use of this site.

Cllr Wigg agreed to follow up Cllr Harley’s earlier correspondence

ROADS: A120 

ROADS: OTHER
Church Road will be closed 25 February 0800-1800 for Overhead Cable Works

POLICE
John Hallworth reported 9 incidences of goats straying onto the A120, three incidences of hare coursing and one of deer chasing. Next NAP is 4 March.

CONSULTATION
Minerals Development Document - Stisted Parish Council would be objecting to the proposed development of Covenbrook Hall Farm as a mineral extraction site and sought the support of Bradwell Parish Council. The Council supported Stisted Parish Council’s objection.
