BRADWELL (with PATTISWICK) PARISH COUNCIL


4    MINUTES of the MEETING held on Monday 14 July 2008

PRESENT: Mr R Webb (Chairman), Mr J Marshall (Vice-Chairman), Mr B Saville, Mr T Speakman, Mr P Wigg, Mrs D Tyrie, Mr M Keepence

DECLARATION OF INTERESTS: None

PUBLIC TIME: Cllr James Abbott addressed the meeting on the subject of the A120. As the required £400m funding for the 10 miles of road is unlikely to become available in the foreseeable future, Cllr Abbott and colleagues had been looking at potential improvements to the existing A120 to ameliorate current issues of noise etc.
There are three key issues:- Galleys Corner, Bradwell, the crossing North of Coggeshall. Bradwell requires its own by-pass probably on the Northern side.

MINUTES
The Minutes of the last Meeting were agreed as a correct record and signed by the Chairman.

The meeting was advised that the Chairmen of Bradwell, Cressing and Stisted Parishes have invited Lady Newton, Chairman of Braintree District Council to a lunch-time meeting in early August.

VILLAGE HALL IMPROVEMENT
A letter has been received requesting the Parish Council apply for planning permission.

PLAYING FIELD
The Clerk will inspect the playing fields twice during July and Cllr Keepence during August.

The Clerk was asked to get the Clean Team to clear the purple bags and scrap metal from the new allotment area.

Mick Keepence to advise on goal posts requirements – 12 foot by 6 foot steel. The Council agreed to make and install the posts.

RoSPA report

The Clerk was asked to apply for a grant for the replacement of the swing.



Feedback from the Trustees of Bradwell Estates

The Allotment Society to be advised that grants are available to fence allotments.

The Council expressed their gratitude to Bradwell Estates for the offer of £350 towards the maintenance of the churchyard.

STK Services would also be asked for a price to cut the hedge each October.

BDC had offered to design the proposed orchard/hedging, which had been approved by Bradwell Estates.

Olympic celebrations
The Village Hall Committee to be asked to consider the Secretary of State’s letter

TWIN OAKS, STISTED
At the Cabinet meeting on 7 July, Braintree District Council approved in principle the regularisation of the Twin Oaks site despite objections from Bradwell, Cressing and Stisted Parish Councils. The travellers are to be invited by Braintree District Council to apply for planning permission to modify the A120 trunk road.

The Clerk will write to BDC to seek clarification on the status of Twin Oaks 1.

ROADS: A120 

ECC Highways have again declined the Parish Council request to extend the double yellow lines at The Street by 18 metres in a southerly direction on both sides of the road. The views of the residents with land adjacent to the proposed yellow lines will be sought and then ECC Highways are to be invited to a meeting on site to discuss options including parking restrictions during the day-time – on-going

POLICE
    - Playing Field incident
Issues of concern were raised at the Neighbourhood Action Panel on 25 June. It would appear the Police have no discretion in how they behave once a crime has been reported.

YOUTH OFFENDING SERVICE

Suggestions included: litter pick around the village including Cut Hedge Lane
