BRADWELL (with PATTISWICK) PARISH COUNCIL

3 MINUTES of the MEETING held on Monday 11 June 2007


PRESENT: Mr R Webb (Chairman), Mr J Marshall (Vice-Chairman), Mr C Evans, Mr B Saville, Mr T Speakman, Mrs D Tyrie, Mr P Wigg

Two members of the public were present and Philip Hughes (District Councillor) also attended.

APOLOGIES: None

PUBLIC TIME: No issues were raised

DECLARARTION OF INTERESTS: Cllr Speakman declared an interest in Links Cottage and Jubilee Villas. Cllr Wigg declared an interest in the Waste Recycling Plant, Bradwell Quarry and the Minerals & Waste Development Framework.

MINUTES
The Minutes of the last Meeting were agreed as a correct record and signed by the Chairman.

COMMUNITY WARDENS
The Community Warden was unable to attend due to illness. A report had been received detailing the Community Warden’s work up to 30 April 2007. No feedback had been received from parishioners.

VILLAGE HALL IMPROVEMENT
The Village Hall Committee presented their proposals for improving the Village Hall facilities. The Council were content with the plans and asked for a project time-table. Two disabled parking places would be provided. The Clerk offered to summarise a list of potential sources of funding.

PLAYING FIELD
Three weekly reports had been received.
RoSPA had inspected the Playing Fields and had presented their report. Cllr Evans reported that there were some medium risk issues with the swings and signs are required on the basket-ball hoop. A sign “NO MOTORISED VEHICLES” is also required. [Medium risk issues require attention as time and resources permit.]

FINANCE
Finance Report – The Clerk reported a favourable variance of £330-99 against the authorised budget.

ECC Community Initiatives Fund Grant
A grant up to £7,500-00 has been awarded to the Parish Council for installation of additional equipment on the Playing Field for use by March 2008. It is proposed to buy heavy duty metal picnic benches/tables (£721 excl VAT installed), a see-saw (£3650 excl VAT installed) and football nets (£500 excl VAT).

The Council welcome any further ideas on how the Playing Field facilities could be improved before the next meeting. Ideas to the Parish Clerk, Tony Dunn (01376 331409) please.

Meanwhile Cllr Evans will obtain formal quotations for the above proposal.

Air rifle training is available at Great Leighs for people age 8 upwards. For further information contact the Parish Clerk.

PLANNING
Bradwell Quarry Liaison Committee Report Back The Clerk’s report had previously been circulated. Key points:
Pumping Station – the planning application had been withdrawn. A smaller scale proposal will be discussed with the Parish Council in due course.
Minerals Development Document and Waste Development Document will be available for review during the next three months.
Church Road crossing - Bradwell Aggragates agreed to paint the word STOP on the road at the junction in addition to re-painting the white lines.

ESS/38/06/BTE Rivenhall Waste and Recycling Facility – There will be a separate liaison meeting for the Rivenhall Waste Management Facility

07/00694/FUL 1 Jubilee Villas, Links Road, Bradwell – The Council has been advised that this application was refused

05/01598/FUL Detached double cart shed at 114 Coggeshall Road Bradwell – garage doors not included in the original application have appeared on the cart lodge. BDC to be asked whether they have given permission for this variation on the original design.

06/01676/FUL The Slades – The Council has been advised that the unauthorised pig pen has been dismantled and was due to be removed over the May Bank Holiday weekend.

07/01001/FUL Link Cottage, Link Road, Bradwell – BDC had been advised that the Council had no objections.

07/01161/FUL – Compasses Cottage, Compasses Road, Pattiswick – Erection of outbuilding to house utility and garden store. The Council have no objections

ESS/53/05/BTE Bradwell Quarry Condition 11 – Tree planting and landscaping proposals. The Council have no objections

STREET SCENE PARTNERSHIP
Planning of litter picks – 21 July - litter picking competition to be arranged with the Village Hall Management Committee. The Parish Council to fund the prizes.


ROADS: A120 No news
OTHER ROADS – Hollies Road. A volume survey has been requested between the hours of 0700 and 0900 outside Bridge Hall Barn entrance on a week-day. Although a receipt acknowledgement has been received, there has been no further progress. The request has been chased.
- Hollies Road – “Car Sales” will be monitored to establish whether this is
“occasional” or whether an offence is being committed.
- Church Road crossing with Blackwater Aggregates private road. Claire Tomalin ECC to be asked to investiagate removal of bank to improve visibility of lorries.

CONSULTATION PAPERS
The views of the Parish / Parish Council are sought on the following papers
- Braintree Local Development Framework Core Strategy and Review of
Community Strategy – Issues and Options Document (Regulation 25 Consultation) – Consultation closed. No comment.
- Planning for Gypsy and Traveller accommodation in the East of England :

- Minerals & Waste Development Framework – response during the next 3 months
[David Miliband, the Secretary of State for Environment, Food and Rural Affairs has published the new Waste Strategy for England 2007.

Alongside the strategy, Mr Miliband has also published a consultation document, and accompanying partial regulatory impact assessment, on proposals to remove the ban on local authorities introducing financial incentives to encourage and reward more sustainable waste behaviour by householders.

VILLAGE HALL PARKING – Residents do use the car park when the Village Hall is not being used but leave it clear when the Village Hall is in use. The arrangement appears to be working well.

ESTATE INSPECTION PROGRESS – The Clerk has received no further correspondence since last month, so he will enquire about progress.

POLICE
Cllr Saville has still not received the minutes of the meeting he attended in Kelvedon ten weeks ago.

COUNCILLORS’ RESPONSIBILITIES – The Clerk issued a draft for future discussion.

CODE OF CONDUCT – The Clerk distributed personal copies of the Code of Conduct to all Councillors.
