3 MINUTES of the MEETING held on Monday 8 June 2009

PUBLIC TIME: Cllr Saville thanked Cllr Wigg for ensuring the road crossing verges around Bradwell Quarry had been kept tidy
MINUTES
The Minutes of the last Meeting were agreed as a correct record and signed by the Chairman.
VILLAGE HALL IMPROVEMENT
Quotations for the work are being sought.
PLAYING FIELD
Cllr Wigg will inspect the playing fields twice during June and the Cllr Saville during July.
The Annual Inspection should have taken place during May – the report is awaited.
Orchard and Allotments – The Clerk reported that grant funding for a rabbit fence around the new allotments will be difficult as the provision of allotments is a statutory duty to which grant making bodies will not contribute.
A quotation for the fencing of £1,120 had been received. More recently, STK Garden Services had offered to erect the rabbit fencing for no charge if the Parish Council provided the necessary materials, this latter offer was accepted.
Proposed Cllr Tyrie, seconded Cllr Webb Carried with one abstention
The Clerk was asked to approach Bradwell Estates for a contribution towards the cost of the materials.
Swings and roundabouts – the Clerk is waiting for details of grant funding, which may become available during 2009/10.
FINANCE
STK Garden Services currently maintain the Playing Fields and Churchyard. To offer an improved service STK Garden Services want to buy new equipment; to underpin the cost of this new equipment STK Garden Services are seeking from the Council a three-year fixed price contract at today’s prices.
Proposed Cllr Webb, seconded Cllr Keepence. Carried unanimously
PLANNING

This application has been called in by the Secretary of State
The Council agreed to join James Abbott’s delegation.

This application will be considered by the Planning Committee on 9 June 2009 at 7pm.

With one exception, the Parish Council had no objections.
Twin Oaks, Stisted
The Clerk was asked to convene a meeting of the Chairmen of Stisted, Cressing and Bradwell Councils.
ROADS: A120
ROADS: OTHER
The Clerk had provided the Council with a brief on the provision of a grit bin on the corner of Hollies Road and the A120. Salt bins can be sponsored by parish councils for a fee of £350 (includes supply, installation and maintenance). The Council decided not to purchase a bin.
The Clerk was asked to remind the Highways Agency to spread additional grit into the junction when the A120 is gritted.
STREET SCENE PARTNERSHIP
The Annual Fee had been received.
The Clerk was asked to investigate the cleaning of graffiti from the bus shelter.
POLICE PC John Hallworth reported: further theft at the Cemex site. Failure to stop RTA on Dog House Lane. Assault on male in Hollies Road. 4 vehicle collision on A120 – careless driving. Theft of tools from vehicle. Theft of petrol from Bradwell Quarry. Vehicle seized for no insurance.
COUNCILLOR TRAINING
EALC had offered 13 July – the fee will be £230 plus travel. The date was agreed.
