BRADWELL (with PATTISWICK) PARISH COUNCIL

11    MINUTES of the MEETING held on Monday 9 March 2009

PRESENT: Mr J Marshall (Vice-Chairman), Mr B Saville,  Mrs D Tyrie, Mr P Wigg, Mr M Keepence,

PC John Hallworth and Glenn Lockey were present for the early part of the meeting.

APOLOGIES: Mr R Webb (Chairman); Mr T Speakman

DECLARATION OF INTERESTS: None

PUBLIC TIME: Glenn Lockey advised the meeting that a planning application for temporary accommodation for 3 years to establish an agricultural business at the Slades would be presented to Braintree District Council shortly. The Environment Agency had satisfied themselves that the Trout Farm was being properly run.

MINUTES
The Minutes of the last Meeting were agreed as a correct record and signed by the Vice-Chairman.

VILLAGE HALL IMPROVEMENT
Planning permission has been granted..

PLAYING FIELD
The Clerk will inspect the playing fields twice during March and the Cllr Keepence during April.

FINANCE
The precept for 2009/10 will be £3,593 [£3,505 in 2008/9]
The Parish Support Grant will be £1,931
The Parish element of the Band D Tax Rate for 2009/10 is £16-13

The Clerk had received a quote for maintaining the 9 street lights of  £928 for the initial visit and £425 per year thereafter for bi-annual visits and repairs as necessary. A second quote had been received for annual inspection and repairs as necessary: £300 for labour, £200 for hire of platform elevating and materials at cost (Lamps £25-94 each; Sensors £15-56 each.) The Council decided to accept the latter quotation.

Essex Clerks Bursary Scheme - The Clerk has been awarded a bursary to cover 75% of the cost of his training.

PLANNING
The Slades
BDC have advised that occupation of the caravan for up to 28 days per year is permitted.

Twin Oaks
Cllr Wigg had written again to Cllr Harley.

09/00028/FUL Fourwinds, 132, Coggeshall Road, Stisted
This application has been withdraw – an amended application will be submitted in due course.

09/00253/FUL 30-38 Old Road (Pattiswick) Bradwell
The Council were generally content with this application, but expressed concern at the windows in the end of the proposed development, which overlooked 40, Old Road

ESS/38/06/BTE Rivenhall Airfield, Coggeshall Road, Braintree 
A copy of the Section 106 Agreement has been received following the grant of planning permission for development of  an enclosed recycling and enclosed composting facility for the treatment of residual waste etc at the above premises

ROADS: A120 
The final results of a study commissioned by the East of England Development Agency into potential economic impact of improving the A120 from Braintree to the A12 are available at:

ROADS: OTHER
Church Road will be closed 25 March 0800-1800 for Overhead Cable Works

BEST KEPT VILLAGE / CHURCHYARD
It was decided to enter the Best Kept Churchyard competition.

POLICE
NAP (4 March) - Priority 1 is now hare-coursing. Successful drug warrant executed in the village. The frequency of goats straying on the A120 is declining.

Credit card crime is still a problem. The Police advise that you cover the keyboard with your hand when typing in your PIN and look for anything suspicious around the ATM machine, such as mirrors, trailing wires, .
