BRADWELL (with PATTISWICK) PARISH COUNCIL

 

7    MINUTES of the MEETING held on Monday 9 November 2009

 

PRESENT: Mr J Marshall (Chairman); Mrs D Tyrie (Deputy Chairman); Mr B Saville; Mr M Keepence; Mr R Webb; Mr P Wigg

 

10 members of the public were present, although the numbers declined as the meeting progressed

 

APOLOGIES: None

 

ABSENT: Mr T Speakman

 

DECLARATION OF INTERESTS: None

 

PUBLIC TIME: Sue Hume, Forge Crescent voiced concerns about potential landscaping at the entrance to Forge Crescent blocking visibility for road users. The narrower path is covered by moss and the hedge overhangs the path. Her comments will be relayed to STK Landscapes and Braintree District Council respectively by the Clerk.

 

Jane Sexton sought the support of the Council for the Planning Application 09/01363/FUL

 

A member of the public asked for sight of the letter to Brooks Newmark regarding the A120 trunk road.

 

A member of the public asked whether the safety aspects of the puffin crossing had been considered in its design.

 

MINUTES

The Minutes of the last Meeting were agreed as a correct record and signed by the Chairman.

The Minutes of the Extraordinary Parish Council meeting held on 29 October 2009 were agreed as a correct record and signed by the Chairman.

 

VILLAGE HALL EXTENSION

Three quotations were passed to the Parish Clerk on 2 November – this was too late for this year’s CIF application to be completed and received (by post).

 

The Clerk had drawn up a schedule of grant applications which was circulated.

 

PLAYING FIELD

Cllr Tyrie will inspect the playing fields twice during November and Cllr Keepence during December.

 

Cllr Tyrie will action her offer to investigate a replacement meeting place and would arrange a meeting in the next couple of weeks

 

Orchard – The Clerk had signed the Agreement with Braintree District Council, which secures the funding for this project. The trees will be available from 24 November. It was suggested that coppicing and planting should take place either 28-29 November or 5-6 December. Cllr Keepence agreed to assess the best date for the volunteers.

 

Allotments – The Clerk is in discussion with STK Landscapes for the erection of rabbit fencing – in hand.

 

STK Landscapes have been asked for a landscape design for the verges on either side of the entrance to Forge Crescent for presentation to Braintree District Council in order to gain approval for the proposal.

 

Swings – The Clerk had applied for CIF grant funding. Decision February / March 2010. Work to be carried out April – July 2010 if the grant application is successful

 

FINANCE

Parish Support Grant 2010/11

Braintree District Council are proposing to cease the Parish Support Grant from 2010/11 – the re-financing of this will require the current Precept to be increased by over 50% ie Parish Tax will, on average, increase from £16 to over £24.

 

The Parish Clerk was asked to object to the proposal especially as BDC had indicated for 2009/10 that they would reduce the PSG if the Parish Council increased the Parish Tax by more than 2.4%.

 

PLANNING

09/01363/FUL

Erection of one no. single oak framed, three bedroom dwelling

Land at 30-38 Old Road Bradwell CM77 8BJ

 

The Parish Council decided to support this application.

 

ROADS: A120 – Puffin crossing

There has been no further update from the Highways Agency since the Extraordinary Parish meeting.

 

De-trunking of the A120

The Parish Clerk was asked to research the pros and cons of de-trunking the A120.

 

Letter to Atkins

Cllr Tyrie agreed to draft a covering letter to Highways / Atkins to go with a copy of the minutes of the Extraordinary Parish Council meeting.

 

OTHER ROADS

Cllr Saville sought the support of the Parish Council to support Coggeshall Parish Council in their attempt to improve the safety of the Earls Colne to Coggeshall crossing of the A120.

 

The Council agreed to support this initiative.

ADOPT A PHONE BOX

 

The Councillors would make a decision next meeting. In the meantime, Councillors would seek the views of the residents.

 

POLICE

 

John Hallworth reported on a suspicious Land Rover Discovery (Dark Blue) seen on 4 November in Cut Hedge Lane. If anyone has any information the Police would be grateful for this information

 

Overall there had been few incidents given Halloween and Fireworks Night had passed.

 

Next NAP Wednesday 16 December 7pm Rivenhall.

 

TWIN OAKS, STISTED

The Clerk had yet to follow up the police response to the FoI request.

 

CONSULTATION PAPER

The Minerals Development Document: Site Allocations – Issues & Options Paper (August 2009)

The Clerk has responded to ECC stating that the Parkgate Farm proposed development would be opposed by the Parish Council as it appeared the only road access would be via the Bradwell Pit Access Road and additional traffic on this road and the A120 is unacceptable.
