BRADWELL (with PATTISWICK) PARISH COUNCIL

 

6    MINUTES of the MEETING held on Monday 12 October 2009

 

PRESENT: Mr J Marshall (Chairman), Mrs D Tyrie (Deputy Chairman); Mr T Speakman; Mr M Keepence, Mr P Wigg

 

Fifteen members of the public were present for the early part of the meeting.

 

APOLOGIES: Mr R Webb,

 

ABSENT: Mr B Saville

 

DECLARATION OF INTERESTS: Cllr Wigg declared a personal interest in the Minrerals Development Document, although this is only a discussion document at this stage.

Cllr Speakman declared a personal interest in the Twin Oaks item.

 

PUBLIC TIME: A member of the public raised the issue of signage for wide loads – with the introduction of the puffin crossing these are required at both ends of the A120 Marks Farm to Marks Tey.

 

There was concern expressed that the width now allowed for the crossing is too narrow for agricultural vehicles, which start and finish their journeys within the Marks Tey to Marks Farm stretch There is no alternative route for these vehicles and for operational reasons it is not always possible to give the 48 hours notice required to move these vehicles through Bradwell. The removal of the central island could mitigate the issue for these wide loads.

 

It was noted that wide loads going to or coming from the ports of Felixstowe and Harwich are supposed to provide adequate notice so the existing crossing can be prepared for their passing, however, this does not happen.

 

There was concern expressed that the lighting provided around the puffin crossing was excessive, intruded into neighbours’ property and may be outside the legal requirements anyway.

 

There was general agreement that the crossing is required, but that a number of changes are required to make it acceptable to the local people.

 

James Abbott offered to measure the light intensity to see whether the correct standards are being met.

 

The Parish Council agreed to organise a single subject Open meeting within the next three weeks.

 

Atkins would be invited to attend and to present the data used when planning the crossing with special reference to the lighting, signal noise level and the hours of operation of the crossing.

 

 

Specific items to be covered would be:

- the high level lights

- whether the correct lights standards are being used

- whether the lights can be shielded to ensure they do not illuminate local housing

- whether the need for the central island remains

 

Of more general concern, Atkins would also be asked to comment on the general level of street lighting on the A120 through Bradwell.

PC John Hallworth would be invited to attend to comment on policing of the speed limit, especially during the hours of darkness

 

MINUTES

The Minutes of the last Meeting were agreed as a correct record and signed by the Chairman.

 

VILLAGE HALL EXTENSION

Three quotations have been received and once these have been passed to the Parish Clerk he would draw up a schedule of grant applications and apply for the CIF grant for which the deadline is 6 November.

 

PLAYING FIELD

The Cllr Speakman will inspect the playing fields twice during October and Cllr Tyrie during November.

 

Cllr Keepence and the Clerk would make the existing meeting place safe. Cllr Tyrie offered to investigate a replacement and would arrange a meeting to discuss this option.

 

Orchard – The Clerk had ordered the trees. Richard Parmee, Braintree District Council, would advise when in the late autumn the hedging plants will be available so volunteers can be advised when they will be required to clear the hedgerow ready for gapping up and to further clear and level the ground. The Heritage Apple and Pear trees will be planted in February.

 

Allotments – The Clerk is in discussion with STK Landscapes for the erection of rabbit fencing – in hand.

 

Following the Council’s approval of the suggestion that STK Landscapes should landscape the verges on either side of the entrance to Forge Crescent. Braintree District Council had agreed in principle and the paperwork was in preparation.

 

Swings – The Clerk had applied for CIF grant funding. CIF Closure date 6 November. Decision February / March 2010. Work to be carried out April – July 2101 if the grant application is successful

 

FINANCE

The External Auditor had requested minor changes to the Annual Return, the Council re-approved the Annual Return, which was duly signed.

 

It was decided to increase the Clerk’s salary by 1.24%.

 

PLANNING

No applications for consideration

 

QUALITY COUNCIL STATUS

The Clerk was asked to apply for the relevant courses and to apply for bursary funding for these courses. A decision on whether to proceed to full Quality Council Status would be deferred until after the Clerk had been trained (which is a pre-requisite)

 

POLICE

PC John Hallworth was unable to stay for the meeting due to an emergency call – his written report is appended to these minutes

 

TWIN OAKS, STISTED

The Chairmen of the Parish Councils of Bradwell, Cressing and Stisted had issued a press release, which was faithfully copied into the Braintree and Witham Times.

 

CONSULTATION PAPER

The Minerals Development Document: Site Allocations – Issues & Options Paper (August 2009)

 

ECC have assured that all previous comments will be carried forward.

 

Parkgate Farm – despite reassurances that the Bradwell Access road will not be used for this proposed development, it was decided that the Parish Council should object to this proposed development and the Clerk was asked to prepare a suitable response.
