BRADWELL (with PATTISWICK) PARISH COUNCIL
5 MINUTES of the MEETING held on Monday 8 September 2008
PRESENT: Mr R Webb (Chairman), Mr J Marshall (Vice-Chairman), Mr B Saville, Mr T Speakman, Mrs D Tyrie,
PC John Hallworth was present for the early part of the meeting
APOLOGIES: Mr P Wigg, Mr M Keepence
DECLARATION OF INTERESTS: None
PUBLIC TIME: The Parish Council agreed to attend the Rivenhall Waste and Recycling Exhibition on 17 September at 7 pm.
The Parish Council was asked to request that Pattiswick Green not be used for car parking.
MINUTES
The Minutes of the last Meeting were agreed as a correct record and signed by the Chairman.
The meeting was advised that the meeting between the Chairmen of Bradwell, Cressing and Stisted Parishes and Lady Newton, Chairman of Braintree District Council had been cordial and productive.
VILLAGE HALL IMPROVEMENT
The Clerk is waiting for additional details required to complete the Planning application from John Bedford.
PLAYING FIELD
Cllr Tyrie will inspect the playing fields twice during September and Cllr Wigg during October.
The Clerk had asked attendees to the Fete to petition for the Village Hall improvements, replacement swings, a roundabout and the refurbishment of the orchard - over 40 signatures had been obtained in support.
The Clerk was asked to apply for a grant for the replacement of the swing.
One set of 12 foot by 6 foot steel goal posts have been ordered.
A meeting had been held with Angela Norton, BDC to discuss the proposed orchard/hedging, which had been approved by Bradwell Estates.
Allotments – Dave Boreham is to be asked to mark out allotments on the area, which had been cleared by the Parish Council.
FINANCE
A grant of £350 towards the Churchyard upkeep had been received from Bradwell Estates.
PLANNING
08/01395/FUL Bridge Hall Barn
The Council had been advised that this application had been refused.
08/01433/AGR The Slades
The Council had been advised that planning permission was not required for this application.
The Clerk was asked to query this decision.
08/01595/ADV Bradwell Service Station – Retention of an illuminated sign
No objections
08/01594/FUL Bradwell Service Station – Retention of an automated teller machine
No objections
Community Radio Licence – Carolina FM
The Council supported the proposal by 3 votes for and 2 abstentions.
TWIN OAKS, STISTED
The Chairmen of Bradwell and Stisted Parish Councils had a meeting with Davina Galloway of the Highways Agency to better understand the Highways issues relating to the proposed ghost island on the A120.
The Clerk had written to Cllr N Harley BDC (28 July 2008) who chaired the July Cabinet meeting to seek clarification on the status of Twin Oaks 1, but had received no reply. The Clerk to chase.
PUBLIC PATHS PARTNERSHIP
The Clerk was in receipt of a new sign-post for Footpath 21.

POLICE
Minor incident reporting policy
The Council voted 4 to 1 in favour of the decision that if they were in doubt whether a minor incident was a criminal offence they would seek advice from the Community Warden.
PC John Hallworth introduced himself and reported on the few crimes from the past month and three accidents on the A120.
YOUTH OFFENDING SERVICE
The YOS had completed a litter pick around the village during the summer.
The Clerk was asked to write to thank YOS for the work they had completed for the parish.
