BRADWELL (with PATTISWICK) PARISH COUNCIL

 

5    MINUTES of the MEETING held on Monday 14 September 2009

 

PRESENT: Mr J Marshall (Chairman), Mr M Keepence, Mr B Saville, Mr R Webb,  Mr P Wigg

 

Three members of the public were present for the early part of the meeting.

DECLARATION OF INTERESTS: Cllr Wigg declared a personal interest in the Planning Application relating to Rivenhall Airfield

 

PUBLIC TIME:  Jane Sexton outlined her desire to build a Border Oak house on a previously occupied plot in Pattiswick.

 

MINUTES

The Minutes of the last Meeting were agreed as a correct record and signed by the Chairman.

 

VILLAGE HALL EXTENSION

The Council received a written report stating two quotes had been received and third is awaited. The Village Hall Management Committee is due to meet shortly.

 

PLAYING FIELD

The Clerk will inspect the playing fields twice during September and the Cllr Speakman during October.

 

Cllrs Saville and Marshall reported that the Meeting Place was in a poor state of repair. Cllr Keepence was asked to investigate and recommend a way forward.

 

The Annual Inspection took place during May – the report recommended action to swings, springer, picnic benches and shelter. Cllr Keepence had attended to the issues raised.

 

Orchard – The Clerk had met with Richard Parmee, Braintree District Council, who has received grant funding so the orchard can be restored with 12 heritage fruit trees and has agreed to apply for grant funding so the adjacent hedging gapped up with 100 mixed hedge plants. There would be a requirement for helpers during October and November to clear the hedgerow ready for gapping up and to further clear and level the ground. Cllr Keepence had received a positive response to his request for help. There will be a requirement in the New Year to help plant the trees. The Clerk was asked to order the trees.

 

Allotments – The Clerk will arrange with STK Landscapes for the erection of rabbit fencing.

 

The Council approved the suggestion  that STK Landscapes should landscape the verges on either side of the entrance to Forge Crescent.

Swings – The Clerk had obtained three quotes and an application for CIF funding. The closing date is 6 November 2009. CIF prefer applicants to put up some of the money themselves. The Council resolved to fund 15% of the lowest quote from the General Fund.

Clerk asked to proceed with 15% funding from the Council’s reserves

 

It was decided not to take up the offer of a free bus shelter.

 

FINANCE

The Council approved the Annual Return, which was duly signed.

 

PLANNING

Council noted the submission made by the Clerk

 

09/01073/FUL Bradwell Service Station, Coggeshall Road Bradwell

Erection of two storey extension to extend existing service station shop and form offices over

 

One letter of objection had been received.

 

The Council decided to agree to the single storey extension of the shop, but not to the second storey office.

 

ROADS: A120

            Puffin Crossing

Mark Grimsy from Atkins attended for this item. He explained that there should be no noisy operations after 11pm and the bulk of the noisy work had been completed over the weekend when the immediate neighbours were known to be away.

 

An audible signal is required to satisfy the Disability Discrimination Act and the buzzer is timed to be off from 10pm in the evening.

 

There is very little light spill and the columns are relatively low. The lights only light the area where pedestrians stand.

 

Cllr Webb raised the issue of the poor standard of the pavement on the A120 on the northern side from Riverside

 

The failure of the owner to trim the hedges to the East of Riverside was also raised. The Clerk was asked to ask the owner to rectify the situation.
