With reference to the Office Opening Times cited on this Website, the Council wishes to explain that, in order to get through a big workload and as the Parish Hall is only staffed during week-day mornings, it is not always possible for the Town Clerk and/or Councillors to have Meetings with Parishioners without a prior appointment.  Thank you.

Once again, Brightlingsea Town Council was an Exhibitor at the Tourism and Leisure Show, which, for 2006, was held at The Brentwood Centre on Thursday, 23rd February.  The new 2006 Brightlingsea Town Guide was 'hot-off-the-press' and 'fielded' for the first time.  Copies are now available via the Council Offices, the local Library, Harbour Office and will become supplied to all NE Essex Tourist Information Offices shortly.

D) Town Council Response to Essex County Council re. Local Minerals Plan

    / Aggregates   Extraction Sites Proposals (26th January 2006) :

With reference to the topical Consultative Activities concerning potential new Sand and Gravel Workings and Changes to Operations at Existing Sites in the Brightlingsea Area :-

On behalf of the local resident population, Brightlingsea Town Council has formally discussed this issue in-Council and has drawn the following points to Essex County Council , as Minerals Authority covering this area -

a) Proposed New Site - Thorrington Hall Farm, Thorrington Cross                                    (whether in whole or in  part)

Since the issue of the 'Site Allocations - Issues and Options Paper' (December 2005), the Town Counci has been made aware of growing converns about the taking-forward of the 300 + acres @ Thorrington Hall Farm into 'Preferred Site' status this April / May.  Essex County Council will have already received Petition and Representations of Opposition to such new workings directly from a wide range of local residents and amenity organisations.

Whilst it is accepted that St. Mary's Church and Graveyard area do not now form a direct part of the proposed areas (erroneously depicted as such on initial Plans), there are continuing concerns on the following points -

* Considerable and long-term impact upon the local environment, landscape and vistas, and possible adverse impact on water resources abstraction and supplies @ local level

* Adverse effects upon indigenous nature conservation / wildlife qualities (esp. regarding a particular loss of woodland and upon local soils, with their related drainage regime consequences.  To draw attention also to SSSI, RAMSAR Site and essex Wildlife Trust conservation land qualities and interests in the area - particularly re SSSI-related, should a new Conveyor-Belt be constructed to service a proposed new jetty fronting the River Colne.

* Whilst in itself helping to reduce road traffic movements, a ca. one mile Conveyor-Belt, if constructed, will cross the only road into / out of Brightlingsea; there may be public safety implications, esp. if crossing at prinicipal road bends.  Any related increase in lorry movements will undoubtedly accentuate liong-standing accident 'black spots'.  Road traffic consequences for the movement of the aggregates tow-wards / to any new jetty off Moverons Farm (definitely not desired) are very prominent Community concerns.

* Dust, mud, noise and possible local vibration consequences for local residential areas.

* Major gtraffic management issues arising, from aggregates lorry movements, on the main B1029 road, already greatly over-burdened by industrial-related traffic, with mounting wear-and-tear on road surfaces, kerbing, traffic islands, signage, etc.  This giving rise to severe local concern and opposition (including on general public safety and road safety grounds), especially in relation to the B1029, being the only road into and out from Brightlingsea, which also runs directly adjacent to local schools.

* Brightlingsea Town Council would urge very serioud, express consideration to the usage of the existing jetty at 'Wellwick Wharf', re. Martin's Farm / District Council's Civic Amenity and Recycling Site and its approach road / track, on the south eastern flank of the Wivenhoe to Clacton-on-Sea B1027 ('Clacton Road' @ Thorrington Hall) for the trans-shipment of any / all Aggregates, should these ever become extracted from the Hall Farm locality - although the preferred position is not to develop this site, (either in whole or in part), at any time in the future.

The Town Council understands that a jetty (adequate for the purpose) already exists and this now has the capacity to handle, since the recent (October 2005) discontinuation of coastal sand and gravel barge movements from this particular jetty, (which can normally be used for at least ca. 1 hour either side of hight water).  Proximal Transit by water via an existing, non-residentially-lined, non-town approach road in an already established industrial/works environment would hold infinitely less adverse impact upon local roads and the local population.

b) Prospective Operational Changes at Existing Site Moverons Farm, Brightlingsea

This operation has been a large and long-standing element of the Brighltingsea scene.  It is recognised that this is an existing, not proposed new source of Aggregates, nor is it understood that there are anhy major proposlas for extension from existing works boundaries.  Coment here, therefore, related to an essential need to ensure that there is mitigation or avoidance of any adverse environmental, residential and traffic consequences which may arise from eitehr changes to current working practices or the eventual decommissioning of this site, whereupon restoration activity should take place, which takes local community views fully into consideration.  These views embrace the visual, noise, highway, public safety and other practical impacts and limitations assoicate with local-level overland Conveyor-Belt exportation of Aggregatres to onward water-borne transit points, serving both Moverons Faorm and the Hall Farm case.  To reiterate Council's position that, using the existing jetty outlet via Marin's Farm is far preferable to creation of new river jetty off Moverons Farm and attendant access / supply-routes, which are opposed.

c) Conclusion : The Town Council is making this Position Statement on the Extraction of Aggregates from Local Sites available to the Resident Community and has posted its response on this Website on 31st January 2006.  It would be most obliged if the concerns and observations expressed are now taken into the reckoning whien County determines which Candidate Localities are to be brought-forward into the Listings of 'Preferred Site' Options to be published in three to four months' time.  It's opposition to any future use of the Thorrington Hall Site should be duly registered.
