Braintree District Council Publication Draft Local Plan and Sustainability Appraisal/Strategic Environmental Assessment


Braintree District Council is publishing its Publication Draft Local Plan under Regulation 19 of the Town and Country Planning (Local Planning) (England) Regulations 2012. The primary role of the document is to set out the required housing delivery growth and other land use requirements for the District, to allocate sites to meet that growth, and to produce policies for the determination of planning applications up to 2033.

A Sustainability Appraisal/Strategic Environmental Assessment (SA/SEA) is also published for consultation.

The Local Plan includes a shared strategic section for North Essex. This is repeated within the Colchester and Tendring Local Plans. If your comments relate to section 1 please only submit them to one of the three authorities, as comments on this section will be combined by the three authorities for the Planning Inspectorate.  Comments made on section 2 will need to be sent directly to the authority concerned.

The full document, together with the accompanying Sustainability Appraisal/Strategic Environmental Assessment (SA/SEA) and evidence base, can be found on the Braintree Council’s website at and is available to view at the Council’s offices at Causeway House in Braintree and a copy of the Local Plan is available on CD, to library users across the District.

The consultation period runs until Friday 28th July at 5pm. Late responses are not able to be accepted.

As part of the consultation, exhibitions are being held across the District. These are drop in sessions which are held from 2pm to 8pm at the following locations;

  • 20th June and 5th July Braintree Town Hall CM7 3YG
  • 22nd June Halstead Queens Halls, CO9 2BY
  • 26th June Coggeshall St Peters Church CO6 1UD
  • 28th June Kelvedon Institute CO5 9AA
  • 29th June Witham Public Hall CM8 2DY
  • 6th July Great Saling The Salings Millennium Hall CM7 5DW
  • 1st July Marks Tey village hall CO6 1EJ 9.30am – 2.30pm

These dates have been circulated previously alongside a pdf poster. If you would like printed copies of this poster to display please let us know. Information on all areas will be available at all sessions so please encourage residents to attend any session.

Consultation responses are strongly encouraged directly into the Councils online consultation system which is available at . If you have received this email you have an account on the consultation system which we would request that you use.

Alternatively, consultation responses must be on a response form and submitted electronically or if necessary a hard copy to the contact details below. Response forms and accompanying guidance notes are available to download from the website or a hard copy can be requested.

Comments received during this consultation will be sent directly to the Planning Inspectorate who will examine the Plan on behalf of the Secretary of State. This means the consultation is more formal and asks some technical questions. We would ask that you read the guidance notes before completing the response form, however if you have any other questions please do not hesitate to contact officers.

The following notices have been issued by Essex County Council

A copy of the S14(2) Notices for the immediate closure of Byway 38 & Byway 15, Gestingthorpe/Bulmer for public safety.

Public Notice relating to the order which extends the S14(2) notice, which will appear in the Suffolk Free Press on the 29th September 2016.

The order will come into effect on 4th October 2016 and the restriction will last for the duration of the works.



A proposed new site at Bulmer Tye has been added for consultation to the local plan, this plot is large enough, for potentially 4 dwellings.

Following the Full Council Meeting on the 20th June, the Local Plan Consultation will take place Monday 27th June until  19th August 2016.
The Draft Inset Maps for Bulmer, and a map of alternatives if applicable, which shows, in red hatching, all the sites which were put forward by landowners and which were considered for development by the Council, but are not proposed to be taken forward, can be viewed from the links below.

Local District Plan Februruary 2016

Bulmer Parish Council has now been asked to put forward any comments/observations to the 12 proposed sites within the Parish that have been put forward for consideration by District Councillors for inclusion or exclusion to the draft plan.

The Parish Council is to hold a extraordinary meeting on the 29th February to discuss and put forward recommendations to BDC (Agenda will be published shortly). The 12 sites can be viewed on the map for Bulmer Street and Bulmer Tye

If you have any comments that the Council should consider then please contact the Parish Clerk, details can be found here...... 

There will also be a public consultation of the draft plan later this year in June/July for anyone to comment before being accepted by BDC. You can also attend the Parish Council meeting when you will be given the opportunity to make a statement to the council.

May 2016Bulmer will go to the Local Plan sub-committee on the 25th of May. The recommendation in the officer report is to not allocate any site in the Bulmer Parish.

Wireless Highspeed Broadband
The transmitter and receiver will be installed on the church tower on Wednesday 4th May. I have been in touch with County Broadband and if you are interested in having faster broadband then you can get in touch with them on 01376 562002 apparently you can order the service on line or by phone from now or get further information from them. Please let friends and neighbours in the immediate vicinity of the church know that this facility is available. You need to be in line of sight from the top of the tower.
