Member for Billericay and Burstead Division
Chairman of Essex County Council
Kay has represented Billericay and Burstead as an elected County Councillor since 1997. For all those years she has held a monthly surgery in Billericay High Street, where residents can come and see her to discuss problems or concerns. She has helped dozens of residents with a range of problems and if she cannot help solve the problem herself she will always find out who should be asked to help.
She was Chairman of the County Council from May 2012 to 2014, which was a role in which she took much pride, representing the County Council at a range of events in Essex and beyond.
During her time on the County Council she has been Chairman of the Children’s Social Services Committee and still takes a special interest in the Council’s responsibility for children in care and for services for young people. She is an active member of the Basildon Youth Strategy Group, an active supporter of the Young Essex Assembly, and involved in the Duke of Edinburgh Awards scheme and the Princes Trust.
She regularly attends meetings of Billericay Town Council, Great Burstead and South Green Village Council, and Little Burstead Parish Council, and enjoys working with all three councils to help with issues which matter to residents. She serves on the Local Highways Panel and Basildon Locality Board. These meetings deal with strategic issues concerning the whole of Basildon Borough Council area, including Billericay and Burstead.
Kay has also during her time on the County Council been responsible for waste management and environmental stewardship, and spent 12 years first as regional chairman and then on the national board of the Environment Agency, helping to create better links between the Agency and local government.
She is currently one of a team of UK Councillors who helps to scrutinise European environmental legislation through the Committee of the Regions, seeking to make sure that the measures which the EU imposes are fair and constructive without placing onerous burdens on UK Councils and Council Tax-payers.
Kay was awarded the OBE for services to Local Government in 2004, and is an Honorary Fellow of the Chartered Institution of Wastes Management. Her early career was in the City of London, and she is an Associate of the Chartered Insurance Institute.
Billericay and Burstead is a two-member Division.
