CODE OF CONDUCT

All Councillors are bound by a Strict Code of Conduct.

What is the Code of Conduct?

Every Council is required to adopt a Code of Conduct that sets out the rules governing the behaviour of its members.  All elected, co-opted and independent members of the Council are covered by the code.

Complaints and investigations against Councillors and Co-opted Members

Under the Localism Act, with effect from 1st July 2012 the Colchester Borough Council's Standards Committee were given the responsiblity for considering any complaints that a Colchester Borough Council Councillor or co-opted member or a Councillor or co-opted member of one of the 28 Town and Parish Councils situated in the Borough of Colchester may have breached the Code of Conduct.

Instead of complaints being sent to the Standards Board for England, complaints are now made to the local Standards Committee.

If you want to submit a complaint about the conduct of a Colchester Borough Council Councillor or a Parish or Town Councillor of a Parish Council situated within the Borough of Colchester, you must submit your complaint in writing and send it to the address shown below.

Please note that the Council’s Allegations Sub-Committee can only deal with complaints about the alleged behaviour and conduct of Councillors. It will not deal with complaints about any of the Borough or Parish Council’s departments or council policy.  It will also not deal with any complaints about a Parish or Town Clerk or other matters not covered by the Member’s Code of Conduct.

If you are unsure about any aspect of the process, please contact the Monitoring Officer before submitting any complaint(s).
