Eligibility Criteria
To become an eligible Council to use the General Power of Competence the Council must have
- An Electoral Mandate of 2/3rds
- A Qualified Clerk – (CiLCA OR University of Gloucestershire plus the single module for the Power of General Competence)
Who Should Attend
- Clerks who want to update their CiLCA
- Councillors with an interest in the new power
Additional Information
Provision
During the coming weeks and months Councils will be looking to use the General Power of Competence, these training sessions will assist Councils and Clerks get prepared.
Who Can Use the Power?
Eligible Councils are able to use the power.
Eligibility will be dependant on the following criteria
- A Qualified Clerk
A qualified Clerk will have the CiLCA qualification, or the University Certificate plus the new module the General Power of Competence
- A Council with a Democratic Mandate
where 2/3rd of Councillors stood at the last election
Aim
The aim of this training is to
- Brief Clerks on the new power
- Assist Councillors to understand the new power
- To enable Clerks who hold the CiLCA or eligibleUniversityofGloucestershirequalification to update their qualification
Training Events
The EALC will plan to deliver 4 training sessions in the County, during the morning, afternoon and evening. The courses will need to break even, so if numbers are low the course may need to be cancelled or dates amalgamated. To help us please book early
