DECLARATIONS OF INTEREST

 

3.1

Councillors to DECLARE any disclosable or other pecuniary interest or other interest in any items on the agenda, in accordance with the adopted Code of Conduct.

Pecuniary or other interests should be declared at this time, or at any point in the meeting where they become apparent.

Councillors must inform the Monitoring Officer of Chelmsford City Council, via the Clerk, within 28 days of becoming aware of any change in their pecuniary or other interests.

 

3.2

DISPENSATIONS

To CONSIDER any requests for dispensation from the provisions of S31(4) of the Localism Act 2011.

S31(4) states that a member may not participate in any discussion or vote upon a matter, at the meeting, in which he/she has a disclosable pecuniary interest.

 

Requests for dispensation must be made in writing to the Clerk.

REPORT OF THE CLERK

Purchase of land and buildings from CCC

An update from the solicitor is awaited.

Salt/grit bins

Further to the request made at the last meeting, I have circulated an email from ECC about the installation of salt bins. ECC will no longer agree to them being sited on highway land. If the parish council obtained permission and sited one on private land, it would be responsible for maintenance and stocking of the bin.

The cost of a bin varies according to size and material, for example £179 for 400l, plus installation cost.

Highways issues

Various emails from Cty Cllr Aldridge about the highways issues raised have been forwarded.

The request for signage for the Village Hall has been submitted by the Village Hall Committee.

Parish magazine

Copy will now be sent to the new editor. Arrangements for distribution have been made. I have supplied stamped addressed envelopes to ensure the city and county councillors receive a copy. Invoices, other than those currently outstanding, will in future be paid directly by the PCC and an annual application for a grant will be submitted to the council.

National Pay Award

Agreement on the national pay award has been reached. An increase of 1%, backdated to 1 April 2013, was given. This has been implemented as per the clerk’s contract.

Local Highways Panel Schemes

The Local Highways Panel holds a list of schemes which have been requested by parish councils and others over many years. The LHP is updating the list and checking the status of the schemes, some of which are not clear. A list of the schemes has been issued with an indication of the rating of each one.

 

Two of Highwood’s schemes were for traffic management in Loves Green and Edney Common, to include priority working with a pair of chicanes. These have been rated as red schemes – against Essex Policy or there is no appropriate engineering solution. The comment is “would urbanise rural environment. A better and cheaper scheme would be to widen the edge markings and remove central line. No apparent issues on site, may be benefit to getting 24hr flow data. But suggest that traffic calming is unlikely to be cost effective. Against policy.

The LHP will consider red schemes further if there is strong supporting evidence. The council will have to complete an LHP request form. A copy has been sent to councillors and they are asked to look at it and help provide the necessary information if they wish to take the request further.

 

The third scheme was for a footway from St Paul’s Church, Loves Green, to the Green Man, Edney Common. This does not seem to be on the programme and I have requested more information and for it to be reinstated.

 

Each council is only permitted to have three schemes on the list.
