CONFIRMATION OF MINUTES

 

 

To APPROVE the minutes of the annual meeting of the parish council held on 11 May 2016 as a correct record.

DECLARATIONS OF INTEREST

 

3.1

Councillors to DECLARE any disclosable or other pecuniary interest or other interest in any items on the agenda, in accordance with the adopted Code of Conduct.

Pecuniary or other interests should be declared at this time, or at any point in the meeting where they become apparent.

Councillors must inform the Monitoring Officer of Chelmsford City Council, via the Clerk, within 28 days of becoming aware of any change in their pecuniary or other interests.

 

3.2

DISPENSATIONS

To CONSIDER any requests for dispensation from the provisions of S31(4) of the Localism Act 2011.

 

S31(4) states that a member may not participate in any discussion or vote upon a matter, at the meeting, in which he/she has a disclosable pecuniary interest.

 

Requests for dispensation must be made in writing to the Clerk.

The repair works to the play park have been carried out and it has been re-opened.

M Martin has continued to walk the PRoW and has reported any problems found to the Clerk; these have mostly been to do with signage missing or overgrown, and cross-field paths cropped over.

REPORT OF THE CLERK

 

To RECEIVE the report of the clerk.

Annual Return

Subsequent to the council’s agreement of the annual return at the last meeting, it has been publicised on the noticeboards with the requisite information about electors’ rights in respect of the accounts.

ECC Winter Salt Bag Partnership

ECC has issued its usual invitation to parishes to participate in the Winter Salt Bag Partnership. An email with details has been circulated to councillors.

Community Agent

Highwood’s Community Agent, Sally Austin, was unable to attend this meeting but has been invited to the next.

 

4

Disposal of garages

The District Valuer has been commissioned to provide a report; the expected cost is £600.

The auctioneer has also been contacted for advice; further contact is awaited.

FINANCE

 

7.1

 

Accounts for payment

To APPROVE the accounts for payment (list will be available at the meeting).

ALTO pre-paid card

The clerk currently holds an ALTO pre-paid card to use for purchases such as stamps, stationery etc; this is similar to holding a petty cash float.   Unity Trust Bank is withdrawing the card facility from 1 September 2016 and is not offering an alternative.   As the purchases are fairly minor, the clerk is willing in future to make any such purchases and reclaim the amounts in her expenses claim, with the proviso that should this become untenable at any time, the council will then set up a petty cash account which can be used for such purchases.

NEW PLAY EQUIPMENT ON GRASS AREA, REAR OF VILLAGE HALL  

Cllrs Latham and Sargent will report on the work they have carried out, since the last meeting, on the quotations for new equipment on the grass area at the rear of the village hall.
