Minutes of the MEETING of the HIGHWOOD PARISH COUNCIL held on Tuesday 11th May 2010 in the Main Hall at Highwood School Highwood at 8.30pm.

10.27   ELECTION OF CHAIRMAN

 

            Cllr A Pipkin proposed Cllr D Cameron and Cllr J Webb seconded 

 

Cllr D Cameron EXECUTED the declaration of acceptance of office of Chairman of the Council.

 

10.28   ELECTION OF VICE CHAIRMAN

 

Cllr Pipkin proposed Cllr Horsnell and Cllr Murrell seconded.

 

10.29   CONFIRMATION OF MINUTES

 

Members APPROVED, as a correct record, the Minutes of the Meeting of the Parish Council held on 9th March 2010.

 

10.30   DECLARATIONS OF INTEREST

 

            None

 

10.31   QUESTIONS FROM MEMBERS OF THE PUBLIC

 

The issue of the Site Allocations Document Consultation was raised by a local resident but until the third round of consultations start later in the year no comments can be made.

 

Speeding in Nathans Lane was once again raised but it would appear that until there is a fatality nothing will be done.

 

10.32   REPORT OF THE CLERK

 

To RECEIVE the report of the Clerk on matters, which may be of current interest to

 Members arising from action taken after the last meeting.

 

The Clerk thanked everyone for all their hard work on the day of the litter pick.

Land behind village hall – see below

New Barnes Farm – no further correspondence had been received since the clerk was notified by the enforcement officer that she could not gain access to the site. The Clerk is to follow up on this.

The Nest – there has been no formal planning application submitted as yet. The Council were informed of an objection that had been lodged by a local resident with regards to the possible operating of heavy goods vehicles at the site.

A site meeting is to be arranged between the Parish Council and CBC re the trees in Nathans Lane and the possibility of placing TPO’s on them.

Fence panel across bridleway – the clerk is still to write to the owner of the land requesting that the fence be reinstated.

Pool’s Lane dead conifer – nothing further to report at the current time.

Play area fencing – this is in hand and will be repaired asap.

 

10.33   STATEMENT OF ACCOUNTS

 

Members APPROVED the Statement of Accounts, giving the summary of monies paid and received together with the account balances up to the 30th April 2010. The current balance in the bank is £219,600.94

 

Members RESOLVED to accept the end of year accounts which had been circulated by the Clerk. 

 

10.34   TO AGREE ANNUAL SUBSCRIPTIONS AND REPRESENTATIVES

 10.35      PARISH CHARTER

 

The council RESOLVED to adopt the new Parish Charter. The council will be informed about the official signing of the Charter in due course. 

 

 10.36   NEW PLAY AREA LEASE

 

The Council decided that instead of moving the play area from Edney Common, which in itself would be expensive, a second play area would be created behind the village hall site funded predominantly by grants.

An article is to be written for the parish magazine to ascertain if there are any objections to the new play area. In the meantime the Clerk is to submit a planning application to CBC for change of use of the land.

10.37   2012 GAMES GRANT

 

No decision was reached as to an event that could be held within the parish (The closing date to apply for funding is May 28th 2010).

The committee are awaiting news on further grant applications which have been submitted. A new planning application has been lodged with CBC for the smaller hall, it seems unlikely that permission will be refused.

The speed gun is ready for use but PCSO Gina Bennett is awaiting her training for its use.

Cllr Pipkin requested that the broken speed sign be repaired – The Clerk is to chase ECC who said that diagnostic tests would be carried out in the new financial year which started some five weeks ago.

 

Cllr Horsnell raised the issue of the missing bus shelter roof – the Clerk is to chase ECC

 

The hedging along Wyses Road is becoming a hazard – the Clerk is to write to the owners of the land requesting that it be trimmed back.

 

Complaints had been received with regards to the general littering and fouling of bus shelters by the large number of cyclists competing in the numerous races held in and around Highwood. PCSO Gina Bennett said that if this occurs in the future then we should let her know so as fines can be issued.

 

Cllr Murrell raised the issue of the broken footpath at the bend on Highwood Road near to Wyses Road – The Clerk is to speak to the Highways department re a repair time frame.
