CONFIRMATION OF MINUTES

Members APPROVED the minutes of the meeting of the Council held on 10 July 2013 as a correct record.

There were no declarations of interest nor requests for dispensations.

Chelmsford City Council

City Cllr Chambers was unable to attend and had emailed her report. The question of a dog bin and a litter bin in Wyses Road would be placed on the agenda of the next meeting.

 

Essex County Council

No report.

 

Police

No report.

 

Village Agent

B Smith had nothing to report. She then left the meeting.

 

Play Park

Cllr Cameron reported that all was well with the play park.

 

Village Hall

Cllr Pipkin reported that the village hall was just about breaking even. ECC was looking at the possibility of using the hall for adult education classes.

 

Public Rights of Way

No report.

 

 

40/2013-14

REPORT OF THE CLERK

The Council NOTED the Clerk’s report.

 

1          Purchase of land and buildings from CCC

            The parish council’s solicitor was still waiting to hear from CCC’s solicitor.

 

2          Salt/grit bins

            It was noted that ECC will no longer permit these bins to be placed on highway land. Desired locations would be Bucknells Mead, the unnamed close adjacent to the village hall, and the top end of Nathan’s Lane.

           

 

3          National Pay Award

            It was noted that the national pay award of 1% backdated to 1 April 2013 had been agreed and paid to the clerk as per contract of employment.

 

4          Local Highways Panel Schemes

            Further information was furnished to the clerk to assist her in completing the LHP request form to support the council’s proposal for traffic management in Loves Green and Edney Common.

            As yet no further information had been received as to why the scheme for the footway between St Paul’s Church and the Green Man was not on the list of schemes.
