MINUTES of the MEETING of HIGHWOOD PARISH COUNCIL held on Wednesday 9 September 2015 in the Village Hall at 7.30pm

APOLOGIES FOR ABSENCE

Apologies for absence were   received from Cllrs Peter Latham and Carl Sargent.

CONFIRMATION OF MINUTES

Members APPROVED the minutes of   the meeting of the Council held on 8 July 2015 as a correct record.

DECLARATIONS OF INTEREST and REQUESTS FOR DISPENSATIONS

QUESTIONS FROM MEMBERS OF THE PUBLIC

A member of the public asked   about the closure of the play area at Edney Common. Quotes would be obtained for works to the   equipment and an item would be placed on the agenda of the next meeting to explore   the possibility of re-opening the area in the light of that information.

The member of the public left   the meeting.

 

 

36/2015-16

REPORTS

 

Chelmsford City   Council

City Cllr Chambers had sent her   apologies for the meeting as there was currently nothing significant to   report from the city council. Cllr   Horsnell mentioned his query about the planning situation at Oak Lodge.

 

 

Essex County   Council

Cty Cllr Aldridge was asked   about the road by the church which had not been included in the recent   re-surfacing. He reported on the bus   consultation currently in progress and the “Greater Essex” bid for devolved powers. Cllr Horsnell asked about grass cutting on   highway verges and why some roads are apparently being missed.

Cty Cllr Aldridge then left the   meeting.

 

 

Play Park, Edney   Common

No report as the play area was   closed.

 

Village Hall

Although Cllr Sargent was not   at the council meeting, Cllr Cameron had been at the village hall meeting and   reported that all was well.

 

 

Public Rights of   Way

Noted that Cllr Sargent was   unable to take on the role of PRoW officer.   It was agreed to advertise the post in the parish magazine and meanwhile   any problems could be reported to the council or councillors.

REPORT OF THE CLERK

The Council   NOTED   the Clerk’s report.

1          Councillor   vacancies

            There had been no applications for   these and they would continue to be advertised on the noticeboards and in the   parish magazine.

2          Weed   spraying

            It was AGREED to accept the   quote from D W Maintenance to spray the weeds on the forecourt of the garages   in Sparrows Close and request the work to be carried out.

The accounts for on-line   payment between meetings, total £1,692.71, were NOTED, and those for   payment now, DD and online-banking to a total of £5,853.00, were APPROVED.

ALLOTMENT SITE, RADLEY GREEN

It was noted that the current   tenant of the Radley Green allotment site was happy to continue to rent the   site and this might lead to a five-year commitment if applications to   environmental schemes were successful.   However if the council had any plans for the site, he would be pleased   to discuss them. The council AGREED   to continue with the status quo.
