Minutes of the Annual Parish Assembly held at 7.30 pm on Tuesday 17 May 2011 in the Main Hall, Highwood School

Also present: Parish councillors T Horsnell, J Heginbotham, D Merriday, A Pipkin; parish clerk L Fuller, Lord Petre, Cty Cllr J Aldridge, village agent B Smith, approximately 17 members of the public
1 Introduction of councillors and apologies for absence
The Chairman introduced the councillors and the clerk, and welcomed Lord Petre to the meeting. There were no apologies for absence.
2 Minutes of the Annual Parish Assembly 2010
The minutes of the Annual Parish Assembly held on 11 May 2010 were agreed as a correct record and signed.
3 Matters arising from the last meeting
There were no matters arising from the last meeting.
4 Report from the Chairman
The Chairman of the Council, David Cameron, reported on the council’s activities over the past year. His report is attached.
5 Guest speaker: Lord Petre
Lord Petre gave a very interesting talk about the history of the Highwood area, from very early times to more recent events, and including the part his own family had played. Many of the audience could identify with the places he mentioned as they are still extant today. Time precluded Lord Petre from saying more than a few words about his role as Lord Lieutenant of Essex, in which he stands as the Queen’s representative in the county.
Various questions were asked about historical aspects of Highwood.
6 Questions from the public concerning matters over which the Parish Council has control or some influence
There were none.
7 Date and format of the Annual Parish Assembly 2012
Referred back to the parish council for decision.
The meeting closed at 8pm and refreshments and social time were enjoyed by all.
