The Parish Council met on Tuesday, 4th June 2019 at 7.30 pm in the Evangelical Church Hall.

431. Apologies for Absence Apologies were received from Chairman Siddall.

 

432. To invite Councillors to declare an interest in matters on the Agenda. No interests were declared.

 

433. Minutes 7/5/2019

RESOLVED that the Minutes of the Parish Council held on the 7th May 2019 be approved and confirmed.

 

434. Co-option of new Councillor

There were 2 applicants for the 1 position still unfilled on the Parish Council. Having questioned both the applicants it became clear that only 1 was eligible. Phillip Cornell was then co-opted onto the Parish Council.

 

435. a) Planning decisions received from Maldon District Council

         FUL/MAL/19/00206 Use of land for provision of a mobile home for gypsy/traveller accommodation.

         Land on south side, Park wood Lane. This was refused.

         FUL/MAL/19/00218 Section 73A application for the retention of stables and use of land for keeping of horses

         with related hardstanding. Land on south side, Park wood Lane. This was approved.

        FUL/MAL/19/00219 Section 73A application for the retention of stables and use of land for keeping of horses

         with related hardstanding. Land opposite Sheepcoates Hall, Sheepcoates Lane, Park wood Lane This was

         approved.

       FUL/MAL/19/00221 Section 73A application for the retention of stables and use of land for keeping of horses

         with related hardstanding. Land opposite Godfreys Cottages, Sheepcoates Lane, Park wood Lane This was

         approved.

 

       b) Latest planning applications

        19/00457/FUL Change of land use to residential and erection of fence. Oakwood Cottage, Green Lane

         The Parish Council recommended refusal of this application for the following reasons: The land is outside the

         settlement boundary and we do not see the need for change of use. Effect on the character of the landscape.

        The size of the area being redefined is excessive in relation to the need for a climbing frame.

         19/00445/FUL Removal of condition 15 on approved application FUL/MAL/18/01215 (Demolition of

         Former greenhouses and construction of smokehouse for the preparation of curing and smoking of fish)

         Land at Chigborough Farm, Chigborough Road. The Parish Council supported the original application and made

         no further comment.

 

         c) Planning appeals

     No planning appeals were received.

 

436. Potential breaches of planning control.

Shipping container next to stables on Sheepcoates Lane. This was reported to the enforcement Office.

RESOLVED Enforcement Notice 19/00125/CU issued

 

437. Broadband speed update.

The Clerk read out a letter from Essex County Council stating that there were no plans at present to do any

Improvements in Little Totham, but did give information on other companies that may be able to help.

RESOLVED Councillor Cater-Hughes to look into funding and contact the companies.

 

                                            

438. Bridge onto Common update

One of the bridges onto the common has now been rebuilt by Peter Hare, who the Parish Council thanked for his efforts. The other bridge also needs fixing and Peter Hare has agreed to do this.

RESOLVED Councillor Hare to keep the Parish Council informed as to the progress.

439. Update on permanent “Tommy” war memorial

The positioning of the Tommy’s was discussed and a working party to agree a time between themselves. Chairman Siddall is organizing the logistics of the day.

RESOLVED Councillor Cater-Hughes to liaise with the working party and Chairman Siddall to provide details of the day to all the invited parties. Leaflets to be distributed around the village by the Parish Councillors.

 

440. Playground Inspection

No reply has been received from MDC following the Clerk contacting them by email.

RESOLVED The Clerk to contact MDC again.

 

441. Car show review

This event went very well, with £1,300 being raised for the church. There were still a few parking issues, with lots of

visitors parking their cars on The Street.

RESOLVED Councillor Hughes to talk to the car show organisers.
