Minutes of Meeting, Tuesday 7th May 2019
The Parish Council met on Tuesday, 7th May 2019 at 8.00 pm in the Evangelical Church Hall,
immediately following the Annual Parish Council meeting.

416. Apologies for Absence S. Venton
417. To invite Councillors to declare an interest in matters on the Agenda. No interests were declared.
418. Minutes 2/4/2019
RESOLVED that the Minutes of the Parish Council held on the 2nd April 2019 be approved and confirmed.
419. a) Planning decisions received from Maldon District Council
No decisions were received.
b) Latest planning applications
19/00369/FUL To install 3 steel statues as a permanent war memorial. Totham Plains, The Street
The Parish Council supported this application. D1 The design and quality will enhance the village and add a
community asset and art works. DS3 It will become a heritage asset. REC4 It will enhance the common land
and the village sign is already located there, so it will not infringe access or the nature of the land.
c) Planning appeals
No planning appeals were received.
420. Potential breaches of planning control.
New fence, at new house, Poplars, Plains Road. This was discussed as the bridleway is now slightly narrower, but still
wide enough to meet regulations.
Caravan in Park Wood Lane.
Lorries going to the old poultry sheds, Park Wood Lane in anti-social hours.
RESOLVED No action to be taken about the fence. The Enforcement services at MDC are investigating the caravan.
There is an ongoing investigation into the poultry sheds.
421. Portfolios for new Councillors
This was discussed and following portfolios allocated.
RESOLVED The portfolios are as follows:
Chairman Siddall Website and Facebook maintenance. Community liaison. Maintaining standing orders and
Vice-Chairman Lawrence Traffic management project
Councillor Hare Village asset maintenance
Councillor Cater-Hughes Community speed watch co-ordination
Councillor Hughes Totham plains
Village open spaces still to be allocated.
422. Litter picking 13th April
Only 4 people turned up for this event
RESOLVED To be rescheduled to September 2019.
423. Bridge onto common update
The bridge has been repaired, but it has been done without the Parish Council’s knowledge or by whom. Peter Hare
inspected the repair and this was discussed at the meeting.
RESOLVED A notice to go out thanking the repairer, but the bridge will be replaced as it is the responsibility of the
Parish Council and the new bridge will last much longer.
424. Permanent “Tommy” war memorial
Letters have been sent out inviting local dignitaries to the unveiling on the 28th June and most people have now accepted.
RESOLVED 2 parishioners will sort out the base for the Tommy memorial. Peter Hare to weld the Tommies together.
Plaques to be ordered to go on the memorial. Volunteers to make cakes and scones for the event to be advertised in the local newsletter. In the evening there will be a barbeque and beer tent. Follow up letters to be sent to those attending the event with more detail.
425. Annual Parish meeting 10th May
The Agenda has now been published for this meeting.
RESOLVED Volunteers to distribute leaflets for the meeting, to encourage as many parishioners as possible to attend for the presentation to ex-Councillor Wakelin.
426. Speed sign.
427. Broadband speed
Chairman Siddall has emailed Councillors Durham and Bentley to see if there is funding available for an improved
RESOLVED Awaiting replies.
428. Honorary title of Village Alderman
This is a high honour awarded to Councillors with over 12 years as a Councillor. The Council discussed making Peter Wakelin an Honorary Village Alderman in appreciation of his many years on the Parish Council and work in the village.
RESOLVED This was unanimously supported and the award will be presented at the Annual Parish meeting on the 10th May.

RESOLVED All items were placed in the correspondence folder for circulation to all Councillors.
There being no further business the Chairman closed the meeting at 8.5 p.m.
