Minutes of the Noak Bridge Parish Council Meeting, held in the Noak Bridge Village Hall on Friday 9th September 2011 at 7pm.

11/069 Chairman’s Welcome

Chair welcomed residents to the meeting and stated that if residents have any questions to raise regarding any items on the agenda that this is done during public participation.

 

11/070 Apologies

Apologies received from Councillor Sargent, Councillor Sharrard and Councillor Hormann.

 

11/071 Declarations of Interest

No declarations of interest received.

 

11/072 Minutes.

Minutes of 12th August 2011 were agreed and signed by the Chair as a true record of the meeting.

 

11/073 Co-option of vacant Councillor position

1 application received from Mark Asquith.

Proposal:         to co-opt Mark Asquith to fill the vacant Councillor position

Proposed:        Councillor Dobby

Vote:               All councillors in favour

Mark Asquith signed the acceptance of office and completed the register of interests.

 

11/074 Neighbourhood Police Officer

A representative from the neighbourhood police team was unable to attend.

 

11/075 Public Participation.

Village pond

Councillor Sargent stated that the Noak Bridge Village pond is owned by Basildon Borough Council but the Noak Bridge Community Association has been delegated responsibility of maintenance. Councillor K Sargent and a resident helped clear the pond last week and more work will be carried out in the future.

 

 

Swan Sign

Request that the Parish Council ask for the response of residents regarding the future of the swan sign through the newsletter.

Are the Parish Councillors still part funding the PCSO’s

No

Have the Parish Council considered activities for the youth as a result of the riots within London.

Handleys Chase

Confusion regarding signage for Handleys Chase and Close. Councillor Sargent will look into this as fellow Councillor Allen had researched this in the past.

Basildon Borough Council Barleylands Depot Barleylands Road Billericay Essex CM11 2UF

Erection of a mixed green waste and food waste transfer station – Parish Council strongly object. Clerk to object on grounds of development on Green Belt land and that the Parish Council does not feel that there is exceptional circumstances to authorise development of this kind on green belt land. Concerns regarding the surrounding infrastructure with the increased heavy load vehicles traveling into and out of Barleylands. Concerns expressed regarding odours and once the storage area is available whether other district Councils will also use the area resulting in increased vehicle movement.

 

 

11/077 Clerks report.

  • Correspondence received from Basildon Council stating that until further notice all correspondence must be made through democratic services as several officers are involved in the eviction of Dale Farm.
  • Councillors invited to attend the EALC Making the Links event on Tuesday 27th September at 1.30 followed by the EALC AGM at 6.30pm. Clerk will be attending.
  • Councillors invited to the Special General Meeting of the ABLC on 30th September in the Billericay Reading Rooms.

 

11/078 Winter Salt Bag Scheme.

Council agree to participate in the Winter Salt Bag scheme, Clerk to contact Barleylands to enquire if they will accept the delivery of the salt until it is distributed to volunteers.

 

11/079 Queens Golden Jubilee

Terri Sargent Chair of the Noak Bridge Community Association agreed that the village hall would not object to the requested road closure of Coppice Lane for the Queens Golden Jubilee. Agenda item for October as Councillor Sharrard and Hormann not present.

 

11/080 P3 update

P3 representatives report that the P3 walks were a success and that future walks planned for 25th September and the 2nd October at 10.30am meeting at the flower box. Council agree to pay the printing expenses of £20.00 for P3 leaflets produced for the walks.

 

11/081 Funding request for memorial bench at Noak Bridge Nature Reserve

Proposal:         Noak Bridge Parish Council fund £65.00 towards the memorial bench to be located in the Noak Bridge Nature Reserve.

Vote:               all against.

11/083 Highways

Correspondence received from resident regarding communications with Essex County Council Highways regarding lampposts with globes which had been replaced with standard lamp columns. List of lampposts supplied by resident stating column number and who the lamp is owned by. Future project for Councillors to confirm what lamppost is currently in situ.

 

11/084 Basildon Council Community Housing

Clerk reported response from Basildon Council Community Housing in response to queries raised by Councillor Sharrard.

 

11/085 Consultation on Proposal Changes – Bus Service 256

Parish Council support the proposed changes to the 256 bus route.
