THE COMMITTEE SYSTEM OF SPRINGFIELD PARISH COUNCIL
The Parish Council operates a committee system to assist in the day to day management of the Parish Council. All committees meet on a regular basis and the dates of these meetings for this municipal year can be found on this website under the heading COUNCIL MATTERS > Meetings Schedule.
At the Annual Council Meeting, held in May each year, councillors are elected to serve on these committees.
There are four main committees in place:
Finance & Policy
The Finance & Policy Committee oversees the finances of the Parish Council, including the budget setting process, receipt and payment of monies, Council tax (precept) requirements and HR related matters.
Councillors elected to serve on this committee for the next municipal year are: Ms Shelley Byrne-Lagrue, Mrs Christine Garrett, Neil Gulliver, Richard Lee, Mrs Yvonne Spence (Chairman) and Ms Susan Sullivan.
Environment & Leisure
The Environment & Leisure Committee is responsible for Chelmer Village Green, bus shelters, litter and dog bins, seats, hanging baskets, playschemes, footpaths, allotments and notice boards.
Councillors elected to serve on this committee for the next municipal year are: Guy Brazendale, Mrs Christine Garrett (Chairman), Neil Gulliver, David Havell, Brian Jeapes and Mrs Rose Moore.
Springfield Parish Council is a consultee on all planning applications that are made to Chelmsford City Council and are within the parish. The Planning Committee is delegated to make comment to the Chelmsford City Council on behalf of the parish council on all planning applications, appeals, and enforcement action. The committee also considers all documentation that is assocated with the Local Development Framework and the Local Plan.

The Premises Committee deals with all matters relating to the running of the Springfield Parish Centre, located in St. Augustine's Way, Springfield and Chelmers Village Hall, located in the Village Square, Chelmer Village.
