Dr Howells statement on rescue of hostages in Colombia.The news that Ingrid Betancourt and fourteen other captives are now safe comes as an enormous relief. Kidnapping is a despicable crime and the hostages had been held in inhumane conditions for many years. The Prime Minister has offered his congratulations to President Uribe and his government. Illegal armed groups like the FARC can play no positive role in Colombia, and the UK will continue to offer whatever help it can to promote lasting peace in that country. The time has come to consign to history gangs like FARC who kill, kidnap and traffic drugs. Colombia deserves to be free of these horrors and the brave rescue of the hostages is a welcome symbol of the desire of the Colombian people to see democracy and the rule of law replace the terrorism of armed groups.

MoD signs £3 billion contracts for aircraft carriers.The MoD today signed contracts with industry to build the two future aircraft carriers. EU proposes protection from discrimination beyond the workplace.The Commission has today adopted a proposal for a directive which provides for protection from discrimination on grounds of age, disability, sexual orientation and religion or belief beyond the workplace. This new directive would ensure equal treatment in the areas of social protection, including social security and health care, education and access to and supply of goods and services which are commercially available to the public, including housing. Eurobarometer surveys show that a large majority of Europeans support such legislation: 77% back measures to protect people from discrimination in education and 68% in access to goods and services.

Commission adopts proposal for directive on patients' rights in cross-border healthcare.As part of the Renewed Social Agenda, the Commission adopted today a proposal for a directive to facilitate the application of European patients' rights in relation to cross-border healthcare, as well as a Communication on improving co-operation between Member States in this area. Despite several clear European Court of Justice rulings confirming that the EU Treaty gives individual patients the right to seek healthcare in other Member States and be reimbursed at home, uncertainty remains over how to apply the principles of this jurisprudence more generally. With this proposal the Commission aims to provide legal certainty on this issue. This follows calls from both the European Parliament and the Council of Ministers for the Commission to propose a specific initiative on cross-border healthcare, in a way explicitly adapted to, and respecting, the unique nature of the healthcare sector. In addition, the proposed Directive provides a solid basis to unlock the huge potential for European cooperation to help improve the efficiency and effectiveness of all EU health systems.

Flexibility Versus Credibility in Inflation-Targeting Frameworks.It is an honour for me to participate in this panel alongside Martin Feldstein and Stanley Fischer. Just as central bankers are forward looking in the conduct of monetary policy, it is entirely appropriate that the BIS coordinate a session that looks beyond price stability to the challenges ahead. With the challenges that we currently face, it is understandable that some may desire greater flexibility in the conduct of monetary policy. However, the value of this greater flexibility depends on the extent to which it detracts from monetary policy credibility. I will concentrate my brief remarks today on the themes of flexibility and credibility.

Address by the Minister of Social Development, of South Africa on Human Rights.Thank you for allowing me the honour of addressing you this afternoon. I was fortunate to be present at the first African Human Rights Moot Court Competition in 1992, in my capacity as the Director of the Legal and Constitutional Affairs Department of the African National Congress. Ironically, that competition was held in Harare, Zimbabwe, reflecting the rather tenuous nature of human rights on the African continent. This annual gathering seeks to address this challenge and in doing so strengthen the character of human rights in Africa. The United Nations has recognised the sterling work of the University of Pretoria's Centre for Human Rights, naming it the winner of the United Nations Educational Scientific and Cultural Organisation (UNESCO) Prize for Human Rights Education in 2006. Congratulations are certainly in order.
