There are effectively two planning systems at present, which can best be described as (a) "Spatial Planning" and (b) "Community Planning".
(a) "Spatial Planning" is principally concerned with land use, development and design.  From a Parish aspect  that is the - "Neighbourhood Plan" (currently in progress) and the "Village Design Statement" (which we have completed).

 

(b) "Community Planning" is principally concerned with the delivery of services and provision of facilities.  From a Parish aspect that is the "Parish Plan" (which we have completed).

A Neighbourhood Plan deals with "Spatial Planning".   It links into the Chelmsford City Plan, which links into the Regional Plan.   It manages development and plans for growth in areas agreed by the Community after Independent Examination and Parish wide Referendum and when adopted the Planning Authority must take heed of it.   It will be based on information provided through survey, research, consultation and community participation, inependant examination and finally Parish wide Referendum.

 

Our Neighbourhood Plan is at the consultation stage and we are inviting Volunteers along with your comments, it will be a natural progression from our Village Design Statement (produced in 2003) and Parish Plan (2011) and will complete the final part of the Community Led Planning System.

A Village Design Statement is part of "Spatial Planning".    It also links into the Chelmsford City Plan, linking into the Regional Plan.  It manages design within the Parish, it is a local, action-based plan which describes the character of the local area and produces design guidance and practical ways to care for and enhance the appearance of the area.   Its aim is not to prevent development but to manage change within the Parish of Writtle and is a statement of how local people want the built environment to look in the years and decades ahead.   It is based on information provided through survey, research, consultation and community participation.

 

Our Writtle Village Design Statement (VDS) was published in February 2004.  It was adopted as Planning guidance by Chelmsford City Council Executive on 2nd December 2003. Planning Applications in Writtle are judged against the policies set out in the VDS.

A Parish Plan deals with "Community Planning".    It links into the Chelmsford City Community Plan, which links into the Regional Plan.    It addresses the community and social aspects of the Parish - "Community Planning" it sets out a vision for the future of the community and social aspects of the Parish, identifying a ange of problems and opportunities affecting rural communities and identifies the actions needed to achieve that vision.  It is principally for our Parish but should also influence other statutory processes.   It is based on information provided through survey, research, consultation and community participation in a similar way to the VDS.
