Minutes of Development Meeting

held on Wednesday 3rd September 2008

in Room 18 Longmeads House at  7.30PM

08/01463/FUL

New detached dwelling on land at 33 St. Johns Road

The Committee comment :-

‘We believe the proposed development effectively closes off the only access and right of way to Wykeham Road Allotments'.

If planners are minded to approve the development we would expect that the approval would request a contribution to be made in respect of S.106.

08/01107/FUL

Replace flat roof of cloakroom extension with pitched roof. 2a Sawney Brook.  No objection

8.         ROXWELL QUARRY

            This matter was fully discussed at the Parish Council meeting on 1/9/2008.  Please see minutes thereon.

 

9.         FURTHER CONFIRMATION OF DATES OF DEVELOPMENT MEETINGS

            Agreed one further meeting to be held on 22nd. September 2008 in addition to those published.  This will be at Room 18 Longmeads at 7.30pm.

10.        LOCAL DEVELPOMENT FRAMEWORK UPDATE

10.1      On 20 February 2008 the Chelmsford Borough Council Core Strategy and Development control Policies were formally adopted following the formal enquiry by the Inspector appointed by the Secretary of State for Communities and Local Government.  At his Enquiry the Inspector ruled out all the alternative sites put forward by owners, developers and other parties and accepted the proposals set out by Chelmsford Borough Council.

 

10.2      On 27th August 2008 the Chelmsford Town Centre Area Action Plan Development Plan Document was formally adopted.

 

10.3      On 5th August 2008 CBC published a draft consultation Planning Contributions Supplementary Planning Document (SPD) that sets out a new approach to securing infrastructure such as flood protection, new roads, public transport, school provision and health community facilities for new development in the Chelmsford Borough.  This is subject to six weeks public consultation from  28th August until 9th October 2008.

 

11.        WRITTLE COLLEGE DEVELOPMENT UPDATE

Minutes of last meeting between Writtle College and Members of the Development Committee to be distributed to Committee Members.

 

12.        ANY FURTHER PLANNING APPLICATIONS RECEIVED PRIOR TO THE MEETING

Application re 2a Sawney Brook 08/01107/FUL added to Agenda with decision as above.
