06.16.475     Apologies for absence: To note apologies for absence received.

06.16.476     Minutes of the last monthly meeting: To approve the minutes of the meeting of 4th May 2016.

06.16.477    Declarations of Interest: To note the nature and type of declarations of interest in accordance with the Council’s Code of Conduct (and section 106 of the Local Government Finance Act 1992) relating to items on this agenda.

 

06.16.478     Meeting adjourned. For the Public Forum (10 mins. no more than 3 mins. per person at the Chairman’s discretion).

Heather Purdy from Colne Radio will be speaking to us briefly, there will be an opportunity for questions after.

 Once the meeting commences after the adjournment the public are not permitted to speak.

06.16.479      Alresford Neighbourhood Plan

Alresford Parish Council have decided to undertake a Neighbourhood Plan (Localism Act 2011)

  1. A minimum of four councillors to be appointed to form a Committee ‘The Alresford Parish Council Neighbourhood Plan Committee’.
  2. Following the appointment of the Committee the Council will need to consider the following resolution and vote on the resolution.

Resolution:

It is resolved that Alresford Parish Council delegates administrative and other duties associated with the production of the Alresford Neighbourhood Plan to the Neighbourhood Plan Committee. This Committee is to operate on an initial first year budget of £15,000 consisting of grant finance and precept finance (the second and final year budget is estimated to be an additional £10,000). The Committee will have authority to appoint a Steering Group and engage the services of a suitable Consultant and Project Manager. The Committee must record all decisions made and keep accurate financial records.

 

06.16.480      Cockaynes Lane and Ford Lane

The Council to discuss and consider asking ECC for details regarding protected lane status for Cockaynes Lane and Ford Lane (leading to Alresford Creek).

 

06.16.481      Alresford Station House

Update on the situation with the Station House as regards the threat of demolition and resolution.

 

Resolution:

It is resolved that the Parish Council submits the prepared draft business plan to Abellio Greater Anglia in order to offer a viable grant funded solution to the future use of Alresford House.

 

 

 

06.16.482      Retention of the paper bank

To discuss the pros and cons of the paper bank.

 

06.16.483      Village Entry Gates

Gates in Wivenhoe Road, the Welcome Sign is damaged and needs replacing.   All Village Entry Gates; The Best Kept Village Signs, recommend these all need replacing.

06.16.484     County and District Councillor’s Reports: To receive reports from elected representatives. (5 minutes maximum would be appreciated).

06.16.485     Clerks Report General update on current projects (Including actions taken from resolutions carried at last meeting.)

To consider quotation(s) for the car park, approve works to be carried out and agree expenditure.

 

05.16.296        Flower beds

To set up a Working Party to produce recommendations for additional flower beds (low level) at Church Road/Wivenhoe Road junction and Station Road/ Wivenhoe Road junction.

 

05.16.297        Station House update

To receive an update regarding the current situation of the Station House.

 

05.16.298        2016 Annual Parish Meeting

The meeting will be held on the 11th May at 7.30pm in St Andrews Church. Refreshments will be

provided.

 

05.16.299        Subsidising black bin bags

A request for this item was made at April’s meeting due to the finance cuts made by Tendring DistrictCouncil. To discuss and make a decision on the possibility of the parish council supplying bin bags toAlresford residents only.

 

05.16.300        Repair/Replacement of village sign

Village sign situated just before the approach to Mitchell’s Farm Shop is in a bad state of repair. To discuss and make a decision on funds to replace or repair sign.
