GOSFIELD PARISH COUNCIL

 

Minutes of the Parish Council Meeting held on the 18th July 2005

in the Maurice Rowson Hall

 

Present: Councillors M Pawsey (Chairman), C Hough, D Jarvis, T McMillan, G Oates, J Paterson, P Wardle, R Waters.  J Main (Clerk)

 

In attendance: 8 members of the public.

 

01.   Apologies for Absence: County Cllr J Pike, District Cllr B Broyd, Cllr Tucker

 

02.   Declarations of Interest: Cllr Jarvis declared a personal and prejudicial interest in planning application land adjacent 21 Halstead Road.

 

03.   Minutes of the Meeting held on 20th June: proposed Cllr Oates, seconded Cllr Wardle and agreed that the minutes of the meeting on 20th June 2005 be signed by the Chairman as a true record.

 

04.   Public Session County Cllr Pike absent. The meeting was closed for Mrs Jarvis of 19 Halstead Road to voice her objections to the proposed development at 21 Halstead Road, and request that her views be taken into account when the matter was discussed.

Mr Kevin Moore also made a request for the use of a football pitch on Sunday mornings for a junior club. He stated that the club would provide goal posts and that parents of youngsters would carry out white lining and cleaning of the Pavilion. Noted that the pitch would not be required for training. Request to be taken to next PFMC meeting. The meeting was reopened.

 

05.   Matters Arising

Re siting of seat outside Village Hall – this matter to be considered at the next meeting of the Hall Management Committee.

Access track to Pits – waiting for a legal ruling from D Whipps as to responsibility for repairs to track.

CCTV for Pavilion – 3 quotes received, still being considered. Noted BDC loan out CCTV, this to be investigated also. Report to be brought to next meeting.

Parking at Greenfields – this had not been a problem recently, Cllr Jarvis to continue to monitor.

 

06.   Working Party reports

a.      Planning - 05/01156/FUL – land adjoining 21 Halstead Road – erection of one dwelling – Cllr Jarvis left the room for this item. Proposed Cllr Waters, seconded Cllr Oates and agreed that this application be recommended for refusal on the following grounds – RLP 90 (iii) no undue or unacceptable impact on the amenity of nearby residential properties and RLP 90(v) the layout, height, mass and overall elevational design of buildings....shall be in harmony with the character and appearance of the surrounding area.  Concern also expressed at lack of meaningful site plan and loss of garage/parking to no 21.

04/01150/COU – change to previous application at Shardlowes Farm re storage of sweeper lorries – noted that the moving of the sawmill was no longer included on this application. Cllr Pawsey explained to the meeting that this application had been received with only five days to reply and the Chairman had instructed the Clerk to reply that our previous objections to this application still stood. Clerk to write to Mr Gardner at BDC requesting a full explanation of the history of this application and why it had taken 12 months to resolve.

05/01228/FUL – Gosfield Place Lodge – demolition of singe storey extension to rear and erection of two storey extension to rear etc – noted that this application had also had a very tight time frame and that the Chairman had requested a no comment response. Concern had been expressed in the reply regarding the proximity of neighbouring trees and possible damage to their roots.

05/01351/TPOCON Gosfield County Primary School – tree works – no comments

b.      The Pits  Wardens report circulated. Permission was sought by the Warden for the following: to apply to BDC for TPO coppicing permission, to put up dog fouling penalty notices, for a visit by U3A to Nature Reserve on August 9th and to give a talk on the reserve to Halstead Rotary Club. Proposed Cllr Waters, seconded Cllr Pawsey and agreed that these permissions be granted.  Noted that young people involved in skateramp may seek sponsorship from Parish Council for litter picking at the Reserve to raise funds for ramp. Cllr Jarvis to liaise with Roger Smith. Cllr Waters to arrange for Pits Committee to have walk guided by Roger Smith round Pits.  

c.       Playing Field Management Committee Next meeting to be held on 25th July. Clerk to send letter to Fete Committee thanking them for the wonderful Fete resulting from their hard work. Noted that Georgie Roy having problems with insurance  cover from Air Ambulance for Scarecrow weekend.

d.      Footpaths Noted that the picnic benches have disappeared from Gosfield Community Wood. Cllr Pawsey to speak to Mr Ripper re replacement and possible resiting away from the industrial area. Problems had been reported re footpath at Blackmore End, Cllr Wardle liaising with complainants.

e.      Skatepark Responses from grant bodies due in 8 weeks. Deadline for EET grant 9th September. Supporters organising a fundraising dance on 22nd October. Grant may be forthcoming from Fete Committee.

 

07.   District Councillor’s Report

Cllr Broyd unable to attend, but the Clerk reported on his behalf the following: planning applications for Petersfield Lane and Mortyn House have both been granted. Officers were recommending that the two supermarket planning applications and associated sports development at Halstead were refused. Applications to be considered at the Area meeting on 2nd August.

 

08. Meetings attended by Members

Cllr Pawsey - RCCE AGM- noted that RCCE very keen to encourage village appraisals and will give help and advice on grants. The RCCE to move from Chelmsford to Feering shortly. Noted Earls Colne had won the Best Kept Village competition. A party to celebrate the 50th anniversary of the competition is to be held later in the year with all previous winners invited to attend. Noted there is a course on 14th Sept run by ETP on planning for the future of the village. Cllr Waters and Cllr Wardle to attend.

 

09.   Members Items

Cllr McMillan – lights out in Greenfields – noted this is in the hands of EDF to resolve low voltage problem.

Cllr Pawsey - smell problem in Church Road – noted this is the hands of Anglian Water legal department. Clerk to write to Anglian Water copy to MP, County Cllr, District Cllr, BDC Environmental Dept, Health and Safety to point out that this has gone on for a considerable time, residents are finding the smell unbearable, they are unable to use their gardens and a property sale is blighted.

BAA Stansted – informal briefing meeting – Cllr Pawsey and Cllr Oates to attend.

P3 – card of thanks to R Smith – noted.

Maurice Rowson Hall Management Committee Secretary – representation on Committee – Cllr Jarvis to attend as PC representative. Clerk to advise Mr Pasfield.

Halstead branch Royal British Legion – poppy wreaths – agreed that this will be supported to the sum of £50. Clerk to advise British Legion.
