Minutes of the MEETING of the BIRDBROOK PARISH COUNCIL which was  held on Tuesday,  2nd May 2006,  in the  Community House, Birdbrook at 7.30pm.

06.01   APOLOGIES FOR ABSENCE

 

Apologies were RECEIVED  from Cllr R Walker who would be absent until the end of August 06.

 

06.02   ELECTION OF CHAIRMAN 

 

Nomination:  Cllr R Walker PROPOSED by Cllr R Bolton and SECONDED by Cllr Mrs H Hodge there were no further nominations for the office of Chairman therefore Cllr R Walker was elected. 

 

The Declaration of Acceptance of Office was duly executed.

 

 

06.03   ELECTION OF VICE CHAIRMAN 

 

Nomination: Cllr R J Bolton PROPOSED by Cllr T Fenner and SECONDED by Cllr Mrs H Hodge there were no further nominations for the office of Chairman therefore Cllr R J Bolton was elected.

06.05   DECLARATIONS OF INTEREST

06.06   CONFIRMATION OF MINUTES 

        The Minutes of the Meeting of the Parish Council held on 7th March 2006 had been circulated,  they were declared a true record of the meeting and were signed by the Chairman.

 

06.07   REPORT OF THE CLERK

Members RECEIVED the oral report of the Clerk on the following matters

 

Village Pond – Cllrs Hoye and Fenner would be looking at the Pond this weekend, they would be putting more chalk in and weeding the pond

ECC Community Initiatives –The Clerk was pleased to announce that Birdbrook had been allocated £7000 from ECC towards the play park at Birdbrook.  Members asked that thanks to the clerk be minuted.

Cluster Meeting –Cllrs Fenner and Hoye would attend. The clerk gave Cllr Hoye a copy of the transport survey that Birdbrook had undertaken as the Clerk had asked for this item to be on the Agenda.

Grass Verge Cutting – The Clerk would be sending out tenders this weekend.  Cllr T Fenner gave the Clerk an additional name of a company that may wish to tender.

Street Cleansing – The Partnership agreement had been receipted and the payment had been received.

The Clerk would contact Cllr R Walker by email to ask him to confirm the name of the resident who had offered to undertake some Litter Picking Duties on a remunerative basis.

Highways – Cllr D Hoye advised that work to the bus stop is in hand, and asked if any action had been taken with regard to survey of speed along the main road near  Baythorne End.

 

6.08     ANNUAL SUBSCRIPTIONS

 

Members RESOLVED to  pay the following Subscriptions which are due during the forthcoming Council Year

Essex Association of Local Councils

Braintree Association of Local Councils

Rural Community Council Essex

 

 

6.09     FINANCIAL MATTERS

 

a)  Members APPROVED the End of Year Accounts 05-06  as shown on Appendix 1

 

b)  Members RECEIVED Confirmation of the Parish Precept & Support Grant

 

c)  Members APPROVED  the Appointment of Internal Auditor for the year 2006 – 2007 who

     would be Debra Murray

 

6.10     NOTICE OF AUDIT 

            The Clerk advised Members that Notice of Audit had been received that weekend.

 

It was RESOLVED to complete the Statement of Assurance document in line with the

Audit Requirements.  The Chairman duly signed the Documents.

 

6.11   REPORTS

 

Members RECEIVED brief reports on the following matters:

 

Members Interests  - A document had been received from Patrick Dempsey regarding members Interests.  The Clerk duly read the statement contained therein, and would sign and send the document back.

Essex Police  - Copies of the report received from PC Thomsett were circulated for  Members perusal.
