Vacancy for Clerk and Responsible Financial Officer
8 hours per week average
Salary: NJC LC1 SCP 15 (unqualified), SCP 16 with CiLCA or similar
Hadstock is a village of about 350 people in north west Essex close to the Cambridgeshire border and 5 miles from Saffron Walden. The Parish Council has 6 members and meets 10 times a year with occasional planning committee meetings. We are actively involved in many aspects of village life including maintaining a recreation ground and village green. The current year’s precept is £9321.
Applicants must be computer literate in Word, Excel, email and use of the internet. They must be able to demonstrate good communication skills for dealing with the public and other bodies as well as organisational and administrative skills.
The Clerk will attend all Council meetings, prepare agendas and minutes, handle correspondence and ensure the Council’s records are accurately kept. The Clerk will liaise with councillors, other bodies, Council’s contractors and the public as required, ensuring the smooth running of the Council’s affairs. The Clerk will also maintain the Parish Council section of the village website.
As RFO the Clerk will be responsible for the financial affairs of the Council including maintaining records on an Excel spreadsheet, tracking spend against the budget, preparing a financial report for each Council meeting, reclaiming VAT and preparing cheques for signature. The Clerk will also be responsible for preparing the annual accounts and return and liaising with the auditors.
Councillors see the role of the clerk as an important part of the team in providing them with support and advice.
It is expected that applicants will either hold the CiLCA certificate or be prepared to undertake training to achieve it.
