Vacancy for a Councillor

Mistley Parish Council is seeking someone willing to play a part in representing the interests of the community and to improve the quality of life and the local environment.

An applicant must fulfil the following three criteria:

1.   Aged over 18 years on or after 11 May 2015.

2.   Be a British subject, or a citizen of the Irish Republic or a citizen of a member state of the European Union and be: (i) a local government elector of the Parish; or (ii) who has, during the whole of the twelve months before, occupied land or other premises as owner or tenant in the Parish; or (iii) who has during the same period, resided in that area or within three miles thereof; or (iv) who has during the same period, had their principal or only place of work in that area.

3.   Must not be subject to any disqualification from standing as a Councillor such as: holding any paid appointment with the Parish Council concerned; being an adjudged bankrupt; or having been convicted of certain offences or corrupt or illegal practices.

Notice of appointment of date for the exercise of elector's rights

Council's Accounts for the year ended 31 March 2015

Notice is hereby given that an audit of the Council's Accounts for 2014-2015 will take place by the Audit Commission commencing 8 June 2015.

Prior to that date any parishioner can inspect and take copies of the accounts on any weekday from 8 May until 5 June between the hours of 10.00 and 16.00 at Whitegables, Hungerdown Lane, Lawford, Essex. CO11 2JN (please ring 01206 393171 for an appointment).  

A parishioner has the right to object to the accounts by giving notice in writing to the Audit Commission at the address below. Such notice should be received by the Audit Commission from 8 June 2015 and until the audit has been completed. The objection should be based on whether the Council has spent money that they should not have spent, or that someone has caused a loss to the Council deliberately or by behaving irresponsibly. Objections can also be made if a parishioner considers that there is something in the accounts that the Auditor should discuss with the Council or make public.

NEW FOOTPATHS FOR MISTLEY

Mistley residents, led by Bob Horlock, have succeeded in adding three new footpaths to the definitive map after fifteen years of effort. Footpaths 28,29,and 30 (see map) were passed after a Public Enquiry in 2010. The footpaths do not yet have stiles but are useable:

Footpath 28 runs from the kissing gate on footpath 4 (The Essex Way) at the south-west corner of Furze Hill, and follows a small loop to the stream from Gamekeeper’s Pond, and along the western edge of Gamekeeper’s Wood, to join footpath 15 at the top of Fox’s Hill.
Footpath 29 also runs from Footpath 4 (The Essex Way), this time starting at the south-east corner of Furze Hill, running down through the Fir Forest, around Gamekeepers Pond and then up along the eastern edge of Gamekeeper’s Wood to join footpath 28 (above).
Footpath 30 is a small link path between Footpaths 28 and 29, near the start of Footpath 28.

Two further footpaths were refused at the Public Enquiry, but Mr Horlock is still working to establish them. One runs along Mistley Quay from the Swan Basin to the eastern end of the Quay (where there are steps to the river and No 5 malting) and then up Batter Pudding Hill to the main road by the railway bridge. Mistley Parish Council is absolutely opposed to the fence put up by TW Logistics in late 2008, which blocks public access to and from the River Stour for the first time in hundreds of years.
