ANNUAL COUNCIL MEETING 2011

This year's Annual meeting took place on Monday 23 May at the Parish Centre in St Augustine's Way. Councillor Paul Hutchinson was elected Chairman for 2011/12 and Councillor Mrs Pamela Lane was elected Vice-Chairman.

ANNUAL PARISH ASSEMBLY 2011

This year's Annual Parish Assembly was held on Wednesday 18 May at Chelmers Village Hall, Village Square, Village Gate. Representatives of 7 community groups set up displays to promote their organisations, and there were presentations by Neighbourhood Watch and the Rural Community Council of Essex (RCCE). It was explained how Neighbourhood Watch works alongside the local police and the Police Community Support Officers to tackle crime and nuisance, and the role of the RCCE in supporting local groups seeking to improve their neighbourhoods was outlined.

SUMMER PLAYSCHEME - 'PLAY IN THE PARK'-2011

'Play in the Park' playschemes will take place during the school summer holidays on the following dates:

Monday 25 July-Friday 29 July, daily, 10.00am-12.00pm and 1.30pm-3.30pm.

Venue:Marquee, Chancellor Park, Chancellor Avenue, Chelmsford.

Tuesday 16 August-1.30pm-3.30pm.

Venue:Playing field adjacent to Springfield Parish Centre, St Augustine's Way.

Thursday 18 August-1.30pm-3.30pm.

Venue: Playing field adjacent to Springfield Parish Centre, St Augustine's Way.

Monday 22 August-Friday 16 August, daily, 10.00am-12.00pm and 1.30pm-3.30pm.

Venue:Springfield Parish Centre, St Augustine's Way.

Sessions will comprise multi-activities which may include story telling, face painting, visit from a reptile handler, bouncy castle, roundabout, swings, games competitions and sports coaching. The sessions, which cater for children aged 5-11years, do not need to be pre-booked, just turn up on the day.(Under 5s may attend but must be accompanied and supervised by an adult carer).

All staff are suitably qualified and experienced, and have satisfactory CRB checks.

CHELMERS VILLAGE HALL

At their meeting on Monday 13th December 2010, members of the Council agreed to become the trustees of Chelmers Village Hall.  This course of action has been approved by the Charity Commission and is a temporary measure being taken to allow the Hall to remain open to local residents.  

There will be no change to the way in which people book the facilities and anyone wishing to book the hall for parties, events, classes etc., should telephone the booking line: 07716790510  If no one is available to answer your call please leave a message (please do not contact Springfield Parish Council)      

0TO 5 FUN DAY: WEDNESDAY 14 AND THURSDAY 15 SEPTEMBER 2011

This outside event under canvas is designed especially for the under 5's and will include story telling, puppet shows, dancing, messy play, musical fun time, refreshment tent and information for parents concerning child care in the community. It will be held on the playing field next to the Parish Centre in St Augustine's Way between 10.00am and 3.30pm and tickets are priced at £3 per child under 5 and £2 per adult.

STAR 2010 (Star Talent & Recognition)

An outstanding performance last year by all the young people who took part in our 2010 competition with the finals night on 27th November being won by Ben Huish.  A 14 year old 'star' that shone brightly during his rendition of 'Cry me a River'.  The competition was sponsored by local businesses, the main one being Chelmsford Star Co-operative Society.

 LIBRARY PROJECT

In October 2009  the parish council conducted a parish wide survey to seek residents views about the provision of a library and community space in the parish. The results of the survey were very encouraging with most respondents in favour of the parish council continuing their partnership work with Essex County Council to provide new facilities at St. Augustine's Way.  This project continues to progress: submission of a planning application to Chelmsford Borough Council is imminent, and it is expected to begin construction in February 2012.  

 

PARISH AND TOWN COUNCIL CHARTER

On 14 July 2010 the Chairman of Springfield Parish Council, Paul Hutchinson, joined other local Parish Council representatives at a formal 'Charter Signing' ceremony at Chelmsford Borough Council's Civic Centre.

The signing of the Parish and Town Council Charter is the culmination of many months of work between the authorities to formulate a framework that enables the development of local needs.

 COMMUNITY GARDENING PROJECT

Springfield Parish Council is working in partnership with Vinvolved to create a small community garden at the Parish Centre. A team of volunteers from Chelmsford College recently spent the day at the Centre clearing and planting an area that had become overgrown. Sponsorship for the project has been received from Chelmer Residents' Forum and this has helped to purchase plants and shrubs for the area that have been planted in the garden.

 QUALITY STATUS - Springfield Parish Council is proud to announce that it has been awarded "Quality Status". To achieve this award the council has proven that it has reached a national standard of required performance.  Including being consultative and engaged with its community.
