MINUTES OF ANNUAL PARISH MEETING
HELD ON WEDNESDAY 4 APRIL 2007

The Chairman commenced the meeting by outlining the contribution made over the years by Mr Fred Anelli to the Parish Council which he was unfortunately leaving due to ill health.
1. MINUTES OF MEETING HELD 21 MARCH 2006
It was proposed by Cllr J F Aldridge, seconded by Mr T Mahon and agreed that the minutes be approved and signed.
•2. MATTERS ARISING
•2.1 St Johns Road survey
Mr Bray reported that whilst St Johns Green highway had been resurfaced, no progress had been made with preventing unauthorised access which remains a police matter.
2.2 Parking V Concerts
Mrs Roe reported that extra parking restrictions will be in force this year i.e. one side of Long Brandocks and Millfields plus the whole of The Coverts.
2.3 Mayfield Road Junction
Cllr. Aldridge reported that the junction sign had been moved in Ongar Road to provide more clarity.
•2.4 Traffic Refuge Lodge Road by Cock and Bell PH
Noted this location does not meet criteria for a mini roundabout.
•2.5 Grassy Mound by Doctors
Still ongoing with Essex County Council.
•3. CHAIRMAN'S REPORT
Mr Hibbitt outlined positive progress on three main incentives:-
3.1 New Playing Field
Now seeded and should be ready for use this September and ancillary schemes proceeding.
3.2 Youth Club
Up and running.
•3.3 Police Community Support Officer
PCSO I Hilton now well established in village and benefits apparent plus liaison with police much improved over previous 12 months.
•4. ACCOUNTS
Interim figures to 15 February 2007 approved with a few minor questions being responded to.
•5. COMMUNITY POLICING
PCSO I Hilton gave an interesting resume on his achievements since his appointment last June and it is apparent from crime figures quoted that there is a welcome reduction. Good news is that there will shortly be another PCSO designated for Writtle to improve coverage.
•6. PARISH PLAN
Mr Bray updated progress. Quite a long drawn out process of questionnaires etc with approximately another year before completion. Important issue is whether parishioners would be willing to pay via the rates for improvements.
•7. OPEN FORUM
•7.1 Traffic Calming mainly Ongar Road
Continues to be a concern. Parish Council are pursuing provision of Speed Indicator Signs. There is also the possibility of Ongar Road residents being trained in use of hand held speed cameras.
•7.2 Speed Limit Roundals marked on roads
Has been raised before but agreed reason for non applicability to Writtle not consistent with use in other localities. Parish Council will pursue this.
8 WORLD WIDE SCOUT JAMBOREE
Mr R Oscroft updated the meeting on the arrangements being made for this summer when this historic event will take place at Hylands Park.
