Minutes of Environment Meeting

held on Monday 10 March 2008

•1.                   APPROVAL OF MINUTES OF MEETING HELD 12 NOVEMBER 2007

  • Approved

•2.                   VILLAGE POND - BREAD FEEDING - 803016

  • Excess bread on the pond is causing a pollution problem in the pond.
  • Agreed to site a notice board close to the pond, advising visitors to only feed on the path around the pond using seed (preferred) or bread. Notice Board size, wording and location to be agreed.

Mr. Fenton left the meeting after this item at 20:30.

3.         MATTERS ARISING

3.1        Best Kept Allotment Award [Minute 3.2]

            Suggestion of cup - carry forward to next meeting.

•3.2               Hylands School [Minute 3.5]

Mrs Candler to contact the school to discuss pupil safety.

3.3        Tree Planting Shops Long Brandocks [Minute 3.6] - 803017

3 trees are broken, replace with more mature trees that will be stronger. Clerk to discuss with Mr J Drake and arrange. 

3.4        New Yellow Lines [Minute 3.7]

Still not complete

4.         ALLOTMENTS

  • Arrange a walk around inspection of the allotments in April. Clerk to arrange date with Garden and Allotment Society.-803019

5.         FOOTPATHS/FOOTWAYS/CYCLEWAYS 

5.1        Cycleway - St. Johns Green - 803013

  • Waiting on costs from Essex Highways for implementing a solution using road scrapings similar to that used at Paradise Road Playing fields. Mr. J. Aldridge to progress.
  • Investigate whether any residences close to the cycleway have already paid any contribution to its improvement. Action A. Sach

6.         TREES

  • Number of villagers raised concerns of the pollarding of two trees close to an oak opposite Motts Hall. This was performed after taking advice from experts who recommended the pollarding as these trees had been previously pollard and also to protect the oak tree.
  • Pleasure Bit pruning has been complete.
  • Mrs D Candler questioned what was happening concerning of the pruning of the trees in Ongar Road close to Purcell Cole. Mrs. D Candler to provide contact name within CBC so that Clerk can follow up

7.        HIGHWAYS (Parking and traffic calming)

  • Inspection of The Green by the Environment Committee planned for April to decide on best approach to reduce illegal parking.
  • Parking outside Vet's surgery to have sign erected to indicate parking times and duration. Action Mr A Sach
  • 30MPH repeater signs required along Ongar Road. Action: Clerk - 803018

8.         BENCH ON GREEN in memory of F. Anelli

  • Decide on location when inspecting The Green in April.

9.         CO-OP LIGHTING

  • Accident in the Co-op car park was reported to the Parish Council. Need to improve lighting levels to highlight the kerb obstructions. Clerk to write to Co-op - 803020.

10.       JUST BIN IT

  • The campaign JUST BIN IT is to arrange a day where a group of volunteers get together to clear rubbish in their area. Equipment for clearing the rubbish such as gloves, bags etc are supplied by CBC, also CBC arrange for collection of the rubbish. Mrs. A Robinson has agreed to arrange the JUST BIN IT day on the 15th June 2008 and to ask the organisers of JUST BIN IT to attend the Writtle Fun Day to advertise the campaign.

11.        V FESTIVAL 2008

  • All camping is transferred to sites in Margaretting Road. One of these sites will be supported by a coach service. Parking facilities for car, caravans and campervans will be along Margaretting Road. Need to review the traffic plans when announced to ensure noise and disruption are minimised. Need to review the licensing request when submitted to the CBC Licensing and Regulatory Committee.
